Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

From the local to the global level, women’s leadership and political participation are restricted. Women are underrepresented as voters, as well as in leading positions, whether in elected office, the civil service, the private sector or academia. This occurs despite their proven abilities as leaders and agents of change, and their right to participate equally in democratic governance.

Women face several obstacles to participating in political life. Structural barriers through discriminatory laws and institutions still limit women’s options to run for office. Capacity gaps mean women are less likely than men to have the education, contacts, and resources needed to become effective leaders.

As the 2011 UN General Assembly resolution on women’s political participation notes, “Women in every part of the world continue to be largely marginalized from the political sphere, often as a result of discriminatory laws, practices, attitudes and gender stereotypes, low levels of education, lack of access to health care and the disproportionate effect of poverty on women.”

In Tunisia, almost a year after the legislative and presidential elections, it is important to take stock of these elections from a gender perspective. Both the 2014 constitution and the electoral law have laid the foundations for parity and for the increased involvement of women. However, women currently hold 26 percent of parliamentary seats.

UN Women, as part of its program on political participation, would like to take stock of the election process (Legal Framework, Voter Registration, electoral Campaign, Voting Operations and Election Day, Results, post-Election report, political violence) in order to draw lessons and make a number of recommendations to a diverse group of stakeholders including independent authorities -Electoral managing body, civil society actors, parliament members, political parties. This may help to increase

public awareness and understanding of challenges and opportunities of Women's political participation and make the democratic gains more tangible for women by opening new possibilities and political space for engaging them actively in the governance of public affairs for a more inclusive society.

Objective of the Assignment:

The objective of the assignment is to develop an analytical report on women participation in the legislative and presidential election of 2019 including a set of recommendations addressed to key stakeholders: The Independent High Authority for Elections, other independent bodies involved parliament, media, civil society, and political parties.

Duties and Responsibilities

Under the general supervision of the Head of Office and working directly under the Programme Specialist and Project Coordinator the consultant should;

  • Prepare an inception report about “Women participation in the 2019 elections- lessons and perspectives” that includes a detailed description of the methodology to develop the report as well as the proposed source of information and data collection procedure. The inception report should also indicate the detailed schedule for the tasks to be undergone (work plan);
  • Conduct a desk review of relevant literature, tools, and resources on 2019 presidential and legislative elections related to women participation in the 2019 election;
  • Hold at least 2 hearings with EMB and other stakeholders;
  • Develop a first draft of the report “Women participation in the 2019 elections- lessons and perspectives” including a set of recommendations that will be addressed to key stakeholders;
  • Participate remotely and/or attend a weekly meeting with Un Women team to discuss the guides outline and the work progress;
  • Carry out the agreed edits of the analytical until their final validation by UN Women;
  • Take part in the presentation of the report to stakeholders
  • Perform other tasks as assigned

Required Skills and Experience

Education:

  • A master’s degree in political science, sociology, international relations, international economics, law, public administration, gender studies, human rights, social science, evaluation, or other closely related fields from an accredited university.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of professional working experience in gender equality and development, election, and human rights.
  • Strong knowledge of gender issues and elections
  • Excellent communication skills and ability to articulate complex ideas to non-specialist audiences
  • Strong understanding of the Tunisian context
  • Relevant experience in preparing analytical reports
  • At least 5 years of experience in conducting studies, writing reports, and other publications on issues related to human rights, women’s rights, gender equality, and election.

Language Requirements:

  • Fluency in French and Arabic is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
