Org. Setting and Reporting This position is in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), and specifically in the Fuel Unit of Life Support Section. The position will be based in Bamako.

Responsibilities Within the limits of delegated authority, Fuel Assistant will carry out the following duties:

- Supervises the provision of POL and associated services as appropriate from the Contractor to the sectors regions and sections within the mission; - Implement procedures to ensure that bulk fuel requests are properly prepared, reviewed and approved so that is fuel delivered to the field in a timely and coordinated manner, to ensure reliable flow of fuel supply for the Mission; - Implement Fuel related Standard Operating Procedures (SOPs), including those related to Fuel Fraud Prevention, Quality Control (QC)/Quality Assurance (QA), Fuel Consumption Monitoring and, reporting; - Supervise the process of fuel consumption monitoring, fuel stocks reconciliation - to ensure accountability; - Provide input on mission POL requirements, and cost-estimates for budget and acquisition planning; - Participate in technical survey visits during mission start-up and during implementation to ensure the most effective implementation of mission's fuel plan; - Implement plans for the disposal or redeployment of assets during mission downsizing or liquidation; - Provide technical input as required in the development and implementation of fuel supply and service contracts, including in preparing Statements of Work, technical evaluation and presentations to Local Committee on Contracts; - Develop, maintain and update software and databases such as Electronic Fuel Management System (EFMS-2) for tracking, reconciliation and accounting purposes; - Implement the internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hardcopy records to ensure proper audit trail; - Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules and cost objectives; -Responsible for invoice verification and processing invoice payment in Umoja - Assist the Contract Management Section/Unit in the resolution of contractual disputes in the course of contract implementation; - Manage and train Fuel Unit staff as assigned; - Perform other duties as required.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education High School Diploma is required. Technical or vocational certificate in Petroleum, Oil and Lubricants (POL) supply operations, project management or contract management from internationally recognized organizations is desirable.

Work Experience A minimum of eight (8) years of progressively responsible experience is required in three (3) or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures; (2) fuel contract administration including budgeting, fuel accounting and invoicing; (3) maintenance/repair of fuel equipment; (4) quality assurance/quality control procedures related to POL operations in a field environment; and (5) Safety, Health and Environmental procedures related to POL operations.

Training in ERP system, such as Umoja or another SAP-based application is required.

In-depth knowledge and experience on EFMS-2 is desirable.

Experience in managing support services of international peacekeeping or military/field operations is desirable.

Knowledge of UN rules, regulations and working practices pertaining to field missions is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
