Description of Organization: This position is located in PPL/SPP. SPP co-manages USAID’s Operational Policy (ADS 201) and guidance on Strengthening the Capacity of Partner Governments (ADS 220), which establish the Program Cycle policy requirements for all activities. The incumbent will serve as a liaison to the Bureau for Development, Democracy, and Innovation, Gender Equality and Women's Empowerment Hub (DDI/GenDev) and Gender Advisors throughout the Agency.

This Gender Advisor position serves as a technical expert on SPP’s Strategic Planning and Adapting team (Strategy team), which focuses on supporting the design and implementation of strategies and programs that advance the Agency's goal of evidence-based programming that unites partners around a common vision for achieving development goals; supports USAID's policy role in the interagency and development community; collaborates with Missions/Bureaus/Independent Offices (M/B/IOs) to integrate USAID policy priorities and best development practice into strategies and guidance; and helps support an inclusive and supportive culture in PPL that reflects diversity, equity, and is empowering to staff.

Description of Position: SPP seeks an ambitious candidate to contribute intellectual, organizational, and operational leadership to improve global Agency impact. The Gender Advisor plays a central role in PPL's effort to institutionalize the Program Cycle, improve the effectiveness of USAID's development programs, and integrate gender principles across the Program Cycle.

The incumbent will undertake the following major duties and responsibilities in coordination with the GenDev Hub, Regional Gender Advisors and Agency Senior Gender Coordinator:

  • Provides technical leadership in agenda setting on gender integration efforts, policy, implementation, measurement, and reporting;
  • Contributes to the implementation and monitoring of sector-specific gender equality and women’s empowerment priorities in close collaboration with Agency gender advisors;
  • Advises and keeps abreast of the latest research and findings both within USAID and in national and international development literature;
  • Provides technical assistance to a range of USAID actors in M/B/IOs to integrate gender in their portfolios in accordance with USAID guidance and policy;
  • Ensures compliance with USAID guidance and policy related to gender analysis, strategy development, and project design and implementation, both to USAID offices in Washington and to Missions in the field;
  • Provides Gender lens review of the Regional and Country Development Cooperation Strategies (R/CDCS) and Strategic Frameworks, in close collaboration with regional bureaus, and develops recommendations for senior leadership;
  • Promotes collaboration and integration among USAID operating units to implement USAID’s Gender Policy and the Agency’s ADS chapters 201 (Program Cycle Operational Policy) and 205 (Integrating Gender in the Program Cycle);
  • Briefs, using both oral presentations and written documentation, USAID, interagency and external partner stakeholders on a range of issues related to gender integration in relevant programming at USAID, including progress on policy implementation;
  • Prepares written and oral updates on issues ranging from high-level policy issues to detailed activity implementation on both a regular and ad hoc basis for internal USAID and external audiences, including the White House, Congress, U.S. Government Departments and Agencies, and NGO partners;
  • Manages and provides oversight of gender integration in relevant training, tools, technical assistance, and research and evaluation to address gaps across the Agency in these areas; and
  • Performs other related duties as assigned.

Qualifications:

  • Must be a U.S. citizen.
  • You must meet the Foreign Service Limited (FSL) years of experience of requirements to qualify for this position and grade.
  • You must meet the education requirements listed in this FSL qualification standards to qualify for this position.
  • Must be eligible to obtain and maintain a Secret-level security clearance.

Demonstrated experience in the following areas is strongly preferred:

  • Strong oral and written communication skills, including ability to draft strategic and analytical documents and represent PPL in interagency and intra-agency settings;
  • Extensive experience in gender integration as it pertains to strategic planning program design and implementation, and international development;
  • Linking strategic planning to design and implementation of international development programs related to gender integration;
  • Facilitating processes to support decision-making among top leaders that draw on institutional knowledge, good practice, and consensus building; and
  • Leading or managing stakeholder engagement, knowledge management, and/or mandatory USAID assessments (including but not limited to climate resilience, environmental safeguards, and/or gender equity and social inclusion).
