DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

Sector responsibilities:

Multi-sector, life-saving interventions during acute or protracted crisis within the areas of Rapid Response Mechanism (RRM), emergency shelter and non-food items, camp management, general food distribution (cash and in-kind), and multi-purpose cash assistance covering all stages of project cycle management, from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities. Emergency programs also emphasizes on the integration with other DRC programs, including protection, WASH and CCCM, for strengthening programme impact within an area of operation.

Responsibilities:

  • Participate in project budgets preparations.
  • Record accounts payable and accounts receivable in DRC Dynamix.
  • Create Vendor invoice in DRC Dynamics for Invoiced PO’s.
  • Prepare bank and cash reconciliations.
  • Ensure accurate maintenance of all financial and accounting files and transactions.
  • Ensure sufficient cash in the bank and in cash boxes.
  • Ensure, in coordination with the relevant project staff, that project / program expenses are incurred consistent with grant agreements and grant budgets.
  • Verify supporting documents to ensure completeness before payments.
  • Ensure proper and adequate filing system for financial documents.
  • Conduct weekly cash counts with the Finance Assistant and month end cash counts with the Finance Team Leader.
  • Ensure accurate reporting from all DRC’s Implementing Partners and update Finance Team Leader.
  • Prepare all necessary information for internal and external audits.
  • Coordinates the process of addition/deletion of Bank Signatory for DRC bank accounts and preparation of documents.
  • Provide trainings to finance and non-finance on DRC Dynamic System.
  • Review and handling the expenses reports, travel requests and cash advances via DRC Dynamics.
  • Responsible for preparing fund requests as needed after collecting all forecasts from program.
  • Review and check the quality of the scanned financial supporting documentation.

Experience and technical competencies: MINIMUM QUALIFICATIONS:

  • Minimum of 3 years relevant experience.
  • Bachelor’s Degree in Business Administration, Commerce, Finance or Accounting is an asst.
