Purpose of the role

The Finance Operations Coordinator is responsible for ensuring technical financial support on day-to-day operational processes while ensuring adherence to NRC’s policies, legal and donor requirements.

What you will do

  • Implement NRC’s financial systems and procedures at national level and oversee their implementation at field level
  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements
  • Ensure that the accounting, monitoring and reporting are according to procedures
  • Provide Technical Capacity building for finance team in Beirut and Area offices
  • Support project staff in financial matters
  • Ensure proper filing of all financial documents as per NRC filling tree key
  • Provide Compliance spot checking on Financial transactions to ensure adherence to set policies and procedures
  • Generate and Analyze related reports as required from Finance Manager or Country Management
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will;

  • Close monthly Accounts at country office level with close coordination with the Finance and Operations team
  • Supervise the bank and cash operations and ensure the best financial management for NRC Lebanon operations on currency and accounts maintenance
  • Focal person for month and year closure processes, and reconciliation of Balance Reconciliation Sheets (BRS) with the close coordination of other finance team members
  • Prepare and Execute NRC Payroll for National staff on monthly basis. Coordinate process with HR and external parties (Audit company and bank)
  • Focal point on Income tax process with the Ministry of Finance including calculation and declaration for both national and international staff
  • Focal point for Internal and External Audit processes for financial activities. Follow up on management letters and actions points as needed
  • Follow up on VAT exemptions for NRC projects and lead on reimbursement process with allocated law firm
  • Ensure proper implementation to NRC Securing Supporting Documentation as per set policies and procedures
  • Conduct random compliance checks on financial transactions. Report gaps and work with the team on areas of development
  • Participate in Risk identification related to operational work. Raise reports to Finance Manager and Compliance team.
  • Support in Due Diligence process for NRC partners and finance section contract revisions for new grants
  • Participate in Tender processes with Procurement teams when required
  • Supervise NRC authorisation table and signatory levels
  • Support and build capacity of finance teams in Beirut and area offices on financial processes

Professional competencies

  • Bachelor degree in Finance or a related major
  • Minimum of 3-5 years’ relevant experience
  • Proficient in English, both written and spoken
  • Proficient in Microsoft Excel and Agresso financial system
