The Danish Refugee Council (DRC) / Danish Demining Group (DDG) is an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including the provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Finance Coordinator (1 post)

Duty Station: Myitkyina, Kachin State

Reporting to: Area Manager

Direct report: None (Technical support to Finance Officers, Support Team Leader and Programme Managers)

Technical Line Manager: Area Manager, Finance Manager (Yangon)

The overall purpose of the role:

Provide overall advice and guidance and technical support to AO and Base Finance Teams. Coordinate with Programme Teams on financial and budgetary matters. Oversee financial tasks to respond to the needs of program and technical departments, and to support field offices finance and administration teams while building their capacity. Ensure AO compliance with DRC operational Handbook and other Finance SOPs.

Geographic scope: Area (Kachin)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations

Main Responsibilities

Support

  • Support the development and implementation of financial management capacity building of staff
  • Provide technical support and advice to the Finance team and programme teams.
  • Assist with preparation of the master budget for AO, including apportionment of support costs allocations in line with DRC policies.
  • Provide support and guidance to Implement financial SOPs, policies and procedures.
  • Ensure the finance team maintain and reconcile the general ledger
  • Conduct checks to reconcile bank statements.
  • Ensure data and transactions are properly recorded and entered into accounting systems.
  • Prepare Income statements and balance sheets as needed.
  • Assist with donor audit preparation and document checks.
  • Check Finance team maintains financial files and records appropriately.
  • Maintain partner SGA contract follow-up on a monthly basis, and make sure all claims are checked, processed and contracts are paid on time.
  • Ensure finance team is Filing, scanning, and sending monthly financial documents to country office.
  • Ensure the finance team correctly use DRC Dynamics functionalities in area of concern

Financial Management

  • In close cooperation with Managers in geographical areas reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines, and donor requirements
  • Support timely delivery of quality financial information for reports to donors and internal reports to colleagues and CO
  • Monthly financial briefings to relevant Managers
  • Ensure thorough and effective budgetary control in the AO programs
  • Liaise with relevant Managers on key financial issues for support costs and program costs in the Area, including FFU forecasting, rebooking, financial reporting, key variances and any remedial action
  • Collecting cash forecasts from all Programme Managers and requesting funds in a timely manner, managing cash flow within AO and between AO and Base.
  • Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
  • Ensure all required documentation for financial audits in cooperation with Coordination staff and CO.
  • Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required
  • Contribute to the development of proposals with regards to budgeting in cooperation with Managers

Cash control

  • Establish and maintain cash controls for AO.
  • Oversee preparation of monthly cash requests and prepare weekly cash reports.
  • Oversee cash and bank transactions for field offices.
  • Oversee Cash Book registry update on a daily basis, and cash count on a weekly, and monthly basis with the Area Manager or Deputy.

HR and Salary

  • Working with HR Officer, ensure that staff details are up to date including salary, benefits and use to support salary allocation % to projects.
  • Support AM and HOSS with salary calculations for Master Budget.
  • Support AM and check that staff costs covered in budgets before recruitments made.
  • Support HOSS/AM with salary allocation tables %/codes.

*Perform any other relevant tasks as requested by Line Manager and/or Area Manager.

Qualification and minimum requirement

  • At least 3 years of work experience with an international NGO in a similar role
  • Proven experience in analyzing large budgets in multiple currencies.
  • Working experience with relevant donors (e.g., MHF, ECHO, BHA, DANIDA, SDC, SIDA, GIZ, OFDA, guidelines)
  • Competence in providing technical guidance and training
  • Proven experience in working with national partners and suppliers
  • Advanced English proficiency for reporting
  • Fluency in local language
  • Advanced proficiency in Excel
  • University degree in Business Administration, Finance or similar - or equivalent professional qualification.
  • Working level of English
  • Fluency in Burmese and local languages

  • Contract: Until June 2022 including a probation period of 3 months, possible extension based on performance and project funding.
