ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and report to the Head of Unit, Chief, Finance Officer, or the designate. At this level job holders are expected to take responsibility for completion of a range of finance/budget related processes and activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

At this level, the incumbents of these positions must assume responsibility for carrying out a number of finance and budget-related processes and activities that require a certain level of interpretation of standard guidelines and practices. In addition, they may recommend a particular course of action to staff members at various levels and assign tasks to other support staff.

To sustain the effective delivery of support services in the areas of finance, budget and administration to facilitate the transparent and efficient use of financial resources. KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical and procedural support to staff employed in the areas of finance and budget to ensure compliance with WFP's financial policies, rules and regulations. 2. Track monthly expenditure forecasts and prepare expenditure reports to facilitate informed decision making. 3. Regularly monitor the imprest bank account and petty cash account to ensure that sufficient funds are available and that funds are disbursed in a timely manner. 4. Verify vendor payment requests, advances and other receivables, and adhere to proper procurement procedures to ensure that vendors are paid in a timely manner and in accordance with WFP's financial rules and regulations. 5. Assist in compiling information from various sources for the purpose of preparing reports related to budgets, accounting, finance and statistics. 6. Extract, format and validate information obtained from various financial information systems and bring any discrepancies or inaccuracies to the attention of the supervisor and follow up on corrective actions. 7. Perform administrative functions related to the tracking and recording of fixed assets, fuel and spare parts expenditures for vehicles and generators to ensure that databases are thoroughly updated. 8. Maintain the web-based record of all invoices and transfer payments and record documentation to ensure that all documents are retained and archived in accordance with WFP's standards and guidelines. 9. Monitor and record all expenditures in accordance with the approved budget to ensure that they are properly charged, and that payments to external vendors, cash donations and other vendor invoices are processed in a timely manner. 10. Provide orientation and on-the-job training to other support staff to ensure that services are delivered consistently and in accordance with established requirements. 11. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum five years of relevant professional experience oriented towards finance and accounting (treasury, accounting, budgeting, internal control).

Education: Completion of secondary education. A certificate of post-secondary education in the relevant functional area would be an asset.

Languages: Fluency in both oral and written communication in Spanish, and intermediate English for reading technical documents and handling internal systems.

- Experience in collecting and tracking financial data on projects and programs, assessing health and financial status and presenting results to senior management. - University degree in Accounting. Demonstrable proficiency and experience in the use of accounting principles and practices. - Knowledge of the United Nations system. - Analytical skills, attention to detail, organized and diligent. - Excellent interpersonal skills, including active listening, communication, teamwork, accountability, reliability, and motivation in an internal customer service area. - Ability to work in a high-pressure environment with competitive deadlines and to adapt to organizational changes.

OTHER SPECIFIC JOB REQUIREMENTS

- Ability to manage the Invoice Tracking System (ITS) as a focal point. - Ability to prepare monthly month-end compliance reports, bank account reconciliation and local treasury management. - Experience in providing advice to administrative assistants with regard to good accounting practices, and the use of finance related platforms.
