The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.

The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures a two way flow of information exchange between the country and WHO.

Uzbekistan is going through a massive social and economic transformation under its new government. Health is high on the political agenda and a key government priority, which is reflected in the significant increase in the health budget in the last years. Considering the current capacity of WHO Country Office, it is very difficult to manage the expected workload in a timely manner and provide a proper administrative support to the WHO programmes at high standards required. Therefore, it was decided to establish a new post of Finance Assistant to support the WHO operations in Uzbekistan.

As part of the Country Office team, under the general supervision of the Administrative Officer, the incumbent performs a variety of financial, administrative, coordinating, monitoring and secretarial services in support of the Country Office's activities. This includes the following main duties:

• Provides support with the management of the Imprest account, financial documentation, records and reporting as well as cash/advance reconciliations, overseeing cash and bank balances and checking all payments authorized thereof. Monitors income and expenditure recording, receives and distributes funds to WHO counterparts, makes accounts reconciliation within the Country Office and with EURO. Organizes vendor payments, processes and monitors all requests for payments (travel advances and claims, payment requests, payment orders, internal commitments, etc.) against PTAEO numbers provided. • Monitors financial transactions between the relevant bank/s and WHO CO Uzbekistan and makes regular cash and bank transfer reconciliations. Maintains regular contacts with national banks and other financial institutions to obtain day-to-day information on exchange rates, changes in procedures and regulations. • Using the GSM (WHO ERP) monitors availability of funds for project/programme budget levels and financial expenditures, according to the approved country work plan. Provides support during all planning, monitoring and evaluation exercises. • Provides administrative coordination of financial and, as required, administrative and logistical aspects of the organization of meetings held in the country. • Establishes and maintains an online monitoring tool for the oversight of on-going Country Office collaboration with counterparts, WHO Collaborating Centres and other international organizations. • Provides general administrative support as appropriate, including calendar coordination and preparation of official correspondence. • Assists in the preparation of standard contracts (APW. DFC, etc.), recruitment of consultants and temporary advisers, designation/redesignation of WHO Collaborating Centres, and arrangements of study tours and duty travel. • Advises, briefs and trains local staff on all financial issues pertaining the office. • Perform any other related duties, as required by the functional supervisor.

Results/expected outputs:

• As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support is rendered to WHO and its beneficiaries in the accomplishment of her/his functions; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the tasks accomplished, activities participated in and capacities developed.

• At least 2 years of professional work experience at the national or international level in bookkeeping. • Prior relevant work experience in the UN system or international organizations would be an advantage. • Ability to plan and work in a high-pressure work environment under tight deadlines.

The incumbent must be a dynamic, multifunctional individual, who supports the Host Agency with professionalism, dedication and client orientation, and who must be willing to work on both programmatic/substantive aspects, and to provide operational/logistical services. The following qualifications are required.

Functional Knowledge and Skills: • Proven knowledge of national accounting system; • Strong overall computer literacy, including proficiency in various MS Office applications (Excel, PowerPoint, and Word, etc.), and office technology equipment. • Strong analytical skills and ability to analyse and synthesize information from multiple sources; • Strong professional skills in the development of financial reports.
