Duties and Responsibilities The Field Personnel Section (FPS) provides Human Resources Management services within the Technical Co-operation Bureau (TCB) to support the Field Service Personnel, which is the Section responsible for the selection and recruitment aviation experts who support the implementation of ICAO Technical Cooperation Projects, Worldwide. The field personnel Section is seeking to recruit a consultant to support the recruitment of aviation experts’ for the Technical Cooperation projects, spread in over 140 countries globally.

The incumbent reports to the Chief, Field Personnel Section (C/FPS) of TCB and leads a team of Recruitment Associates to facilitate the development of job descriptions, advertisement of posts, make proposals for classification of posts, budgeting implementation of recruitment and management of roster of experts.

RESPONSIBILITIES

Function 1 (incl. Expected results) Plans, coordinates and facilitates the process of recruitment of field personnel to support the Technical Cooperation (TC) Programme, achieving results such as: - Determine the order of priority for the recruitment of Field personnel; - Analyse and resolve procedural and operational problems as they occur; - Coordinate and ensure adherence to priorities, and analyse and resolve procedural and operational problems in terms of recruitment as they occur; - Review, develop, adopt and advise on recruitment procedures consistent with the needs of the TC field requirements, ICAO Secretariat and UN Common System; - Recommend and where approved, implement initiatives to enhance and further develop TCB’s recruitment system, procedures and policies; - Evaluate, assess and determine the suitability of applicants against existing and prospective vacancies; - Prepare budget estimates regarding grading or fee under Special Service Agreements (SSA); - Monitor quality, fairness, objectivity and transparency of recruitment process; - Establish the long list of candidates for assessment by hiring sections; - Coordinate and facilitate Interviews for potential candidates under consideration for TC assignments and make recommendations on their suitability; - Maintain contact with prospective appointees and exchange correspondence on recruitment matters and conditions of employment; - Make recommendations on the classification of posts and submit for review and approval by the Classification Officer, taking into account UN best practice and International Civil Service Commission (ICSC) benchmarks; - Determine the type(s) of contracts to be offered to selected candidates and initial salary levels to be awarded for selected candidates, negotiate conditions of employment and offer employment to successful candidates; - Coordinate with Regional Offices for their input during the recruitment of experts. - Quality check the prepared nomination letters to host governments, obtain host government approvals of nominations and arranging release of state employed personnel; - Facilitate the process of reference checks and assess the outcome of the process before facilitating job offers to candidates under consideration for a field service position(s); - Liaise with selected candidates on initial steps of appointment and provide answers to any related queries; - Make proposals for remuneration packages commensurate to local/regional project terms and conditions of service for Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAP) and/or to Regional Expert, upon request by Member States; - Facilitate the preparation of statistical data on recruitment activities, including the production of relevant reports arising therefrom.

Function 2 (incl. Expected results) Roster Management, achieving results such as: - Establish and maintain an effective and efficient roster management system. - Develop and manage the process of periodic update of TCB rosters to maintain currency of information and availability of candidates to facilitate effective utilization of the rosters; - Facilitate the development and classification of generic job descriptions for prospective posting on the TCB website covering the whole spectrum of technical specialization in Civil Aviation and related areas to identify qualified experts for inclusion in the TCB rosters; - Coordinate the technical evaluation, review the pre-screening, assessment, classification and validation of applicants on the TCB Website; - Advise on the process of search of the computerized TCB roster for suitable candidates for prospective and vacant posts. - Make enhancements to the roster for its optimum utilization and timely recruitment of project personnel, based on identified needs; - Recommend candidates for removal from the TCB roster with explicit justification for such removal, taking into account various factors such as loss of contact, eligibility, lack of perspective, integrity, performance etc.

Function 3 (incl. Expected results) Coordinates with the other Sections of ICAO within and outside of TCB, achieving results such as: - Liaise with the Field operations and regional offices to support the process of initiating the development and classification of job descriptions, at the project development stage; - Review job descriptions of approved field posts to verify qualification requirements and duties, title of the post, duty station and duration of assignment, languages and nationality constraints, before initiating the Recruitment Request from the hiring Sections, for quality assurance; - Provide advisory support to hiring Sections on processes relating to the selection, recruitment and appointment of Field Service Personnel, including their engagement in accordance with relevant policies and guidelines.; - Consult with the hiring managers for the strategic planning for recruitment timings aligned to the expected deployment dates, to achieve maximum efficiency of the process; - Support hiring Sections in designing written tests to facilitate competency-based recruitment processes aligned to the requirements of the job description.

Function 4 (incl. Expected results) Conducts outreach and talent search activities and monitors diversity, achieving results such as: - Initiate and establish systems for talent search programmes to enhance TCB’s visibility and sources of recruitment to support its activities; - Design and implement talent search outreach strategy to attract the desired talent to support the Technical Cooperation Programme activities; - Liaise with talent sources such as universities, agencies or other institutions to determine sustainable approaches to tap onto their pools of suitable candidates; - Organize and participate in outreach activities, including fairs, meetings, etc. as may be required from time to time; - Maintain regular contact with ICAO Communication Office to facilitate the development of appropriate communication materials and media to support outreach activities for TCB’s roster experts; - Monitor the effectiveness of outreach activities, identify best practices and make recommendations to management on possible improvements.

Function 5 (incl. Expected results) Coordinates and fosters FRU Information Systems activities, achieving results such as: - Lead and advise on the development of automation tools relevant to recruitment. - Regularly update and maintain ICAO’s (TCB) Employment page with relevant and up-to-date information. - Provide leadership in the process of developing ICAO’s e-recruitment system and make recommendations to management for the required enhancements to the system; including the database of TC roster of experts; - Monitor and ensure effective functioning of the e-recruitment; including availability of appropriate service desk support to other TCB Sections to facilitate real time efficiencies in its operations; - Keep track of and report on progress of the development of the e-recruiter and where necessary, recommend appropriate solutions. - Develop complementary electronic systems, as support solutions to the Unit’s operational efficiency, whenever as required. - Conduct risk analysis during the testing of the systems to determine potential risks and suggest amendments or modifications to mitigate the identified potential risks during implementation of system; - Organize training for internal clients and focal points on any newly introduced processes (e.g. electronic tools, information platforms, procedures and policies, etc.), relevant to recruitment.

Function 6 (incl. Expected results) Leads, and advises on the Quality Management System (ISO 9001 -2208) in FRU, achieving results such as: - Plan and leads the development and implementation of the processes and procedures for the ISO 9001 – 2008 implementation and certification of FPS; - Review recruitment processes to incorporate changes resulting from accepted recommendations and updates of the ISO and other operational procedures to reflect the continuous improvement of the operational processes; - Prepare FRU for the ISO audits and maintain the ISO certification on a yearly basis.

Function 7 (incl. Expected results) Performs any other duties as may be assigned.

Qualifications/special skills Educational background:

A first level university degree in human resources management, public or business administration, industrial relations, or in a related field, is required.

Professional experience and knowledge - Essential: - Six years’ experience or more in recruitment; - Experience in establishing and maintaining a recruitment roster for technical experts; - Experience in the use of automated e-recruitment system and integrated human resources information management systems. - Good communication skills.

Professional experience and knowledge - Desirable - Managing recruitment of technical experts in civil aviation. - Knowledge of civil aviation occupational and technical terminology. - Knowledge and understanding of duties and responsibilities at different levels of Civil Aviation personnel at Directorate General of Civil Aviation (DGCA) Civil Aviation Authority (CAA), Airlines, Airport Authority, Communications, Navigation and Surveillance Systems (CNS), Air Traffic Services (ATS) and Civil Aviation Training Establishments. - Experience working in a staffing consultancy firm of international repute will be an added advantage.

Languages Fluent reading, writing and speaking abilities in English are essential. A working knowledge of Spanish or a second language of the Organization (Arabic, Chinese, French, or Russian) is an asset.

Additional Information It should be noted that this post is to be filled for an initial period of 6 months. Please note that the monthly rate for Band C varies from CAD$ 7,562 to CAD$ 10,910.
