Objective:

The objective of the consultancy is to support implementation of the “Integration and Improvement of PHC services” including in communities enrolled in Haya Karima initiative or benefiting from the new SHI. The overall objective will be achieved through the following sub-objectives:

  • Monitor the deployment of cold chain and waste management systems and supplies in the target governorates.
  • Increase capacity of managers of primary health care centers on leadership and management.
  • Improve management of health facilities through the implementation of the health information system at different administrative levels.
  • Ensure that accurate data monitoring systems are in place and used for local decision-making level.
  • Establish sustainable health and nutrition and early childhood development coordination at the district and governorate level.
  • Improve capacity of health service providers at the PHC and other relevant service delivery personal and social workers to deliver quality health and nutrition ECD and parenting services within the healthcare system.
  • Improve supply chain management at PHC level.
  • Develop and implement mechanism for community participation in health promotion and prevention.
  • Improve use of social media and other communication platforms to engage communities and raise awareness in relation to health, nutrition, and child development.

Methodology:

The Field Coordinators will be an extended arm of UNICEF in the field, ensuring that joint agreed upon activities are implemented in the priority governorates districts and facilities in a coordinated manner.

Duties will entail regular field visits in the assigned governorate/s for monitoring, follow-up, and supervision of field activities, as per the below mentioned activities which are included in the 2023-2024 Annual Work Plan with the MOHP

The time allocation in percentage as per the required assignment are as follows:

  • 50% technical activities: monitoring/field visits to Primary Health Care (PHC) units and other facilities implementing the project and providing technical support and guidance.
  • 30% coordination activities
  • 20% reporting, updating data and attending meetings

The consultant will ensure day-to-day implementation and monitoring in the field, through the following actions:

  • Facilitating coordination between different departments of the Ministry of Health and Population at governorate, district, and community level.
  • Leveraging partnerships with local civil society organizations, community, and religious leaders for the improvement of health care services and social and behavioural change in the community for improved health and nutrition.
  • Providing training and support to health care managers / supervisors on evidence-based planning, monitoring, and the use of data in decision making.
  • Oversee trainings of service providers on maternal and newborn health, infant and young child feeding, and early childhood development in addition to facilitating creating further partnerships at the local level.
  • Mobilizing community volunteers to reach families and disseminate awareness messages.
  • Disseminate health and nutrition messages using new technology and social media (including WhatsApp, Facebook, Rapid-Pro).
  • Monitor quality of services and support PHC management to develop and implement quality improvement initiatives.

The process should be participatory, bringing together multiple stakeholders to share knowledge and insights.

Activities, deliverables, timelines, and payment per deliverable are summarized below.

Key Activities

  1. Oversee the roll-out of the 1000 days program, training initiative in close coordination with manager and partners, including attending selected trainings, visiting facilities after training to follow-up implementation, and capacity building of middle managers
  2. Document the Roll out the different Initiative in selected facilities, and advocate for implementing them in non-supported facilities within the governorate assigned.
  3. Sensitize community on proper health and nutrition practices, including by overseeing partners leveraging their social media and other communication channels.
  4. Leverage partnership and establish coordination with the primary and secondary care sectors of the MoHP, private sector, academia and NGOs in local governorate.

  5. Monitor the implementation of the program activities at primary health care and community levels in his/her assigned governorate to deliver the planned results.

  6. Provide technical assistance to local health and nutrition teams to ensure quality implementation of the program in the targeted areas as per the technical protocols and plans.
  7. Support local health and nutrition teams at PHC units, district and governorate levels for proper management of the program activities including proper planning, implementation, supervision, and reporting.
  8. Support the roll out of the ECD/CCD activities and its institutionalization in the selected facilities.
  9. Ensure quality data management and timely results reporting. He/she will support MoHP local teams for proper data collection, validation and analysis, and ensure that timely result- based reports will be issued and communicated to higher MoHP levels and to UNICEF.

  10. Be a member of the Programme Governorate Committee, he/she will support the harmonization and the effective coordination between relevant departments of local MoHP authorities as well as participate in regular meetings with government and NGO counterparts to review implementation and troubleshoot challenges; implement innovative solutions in coordination with government and community partners

  11. Support community mobilization activities including but not limited to liaisons with local NGOs, community volunteers and community and religious leaders
  12. Monitor and support in coordination with local MOHP staff - different trainings led by UNICEF to ensure quality delivery and to report on the number and category of participants.
  13. Support documentation- whenever relevant- different events, success stories and case studies.

The report should include but not limited to:

  1. Brief on monthly meetings of the respective districts
  2. Update on performance Indicators for the specified PHC units, districts and the governorates as a whole
  3. Training conducted during that month and # of trainees by category
  4. # of awareness sessions and # of beneficiaries attended
  5. # of children benefiting from growth monitoring and follow up visits
  6. # of pregnant women visiting FHUs for ANC
  7. Visits conducted by the consultant to PHC units and support given to improve quality of services

Conditions of work:

-This assignment is field based requiring frequent presence in the field, in the assigned governorate/s. Reporting and documentation can be done remotely, as per the schedule agreed upon with the supervisor.

-Payments are made upon satisfactory delivery of acceptable report based on agreed work plan.

-Required field travels outside the assigned governorate related to this assignment will be compensated as per UNICEF policies and Procedures.

-Programme meetings outside the assigned governorates (e.g. in Cairo) might be called for when required.

-This is a full-time field-based assignment; the FC is expected to operate in his/her assigned governorate/s for full working hours.

Selected Governorates Alexandria, Behaira, Menya, Assiut, Fayoum

(Gharbia & Kafr sheikh), (Ismailia & N. To qualify as an advocate for every child you will have…

-Educational Background: Bachelor’s degree in medicine/pharmacy/public health/nutrition or health related field. Medical background is a must. Holders of additional postgraduate degree in Public Health/nutrition/project management/informatics, MBA in health related field or related field will be favoured.

-Technical background and skills: At least 5 years of considerable experience in working with the health care systems including field experience in management of nutrition and/or health programs, including quality control /quality assurance of health programs, data management, monitoring and evaluation, and documentation. Experience working with primary health care, and preventative sectors, public health, and nutrition programs, is an asset. Familiarity with MoHP PHC system and services setting is extremely important

-Range and depth of relevant experience: Experience in health research health program implementation with focus on primary healthcare, data analysis, and nutrition surveillance systems is an asset. Experience working with international organizations or donor supported programs is highly desirable.

-Fluency in both written and spoken Arabic and English is a must. Good presentation, communication, and writing skills. Excellent command of working with Microsoft applications and other computer programs analytical skills are an asset.
