How can you make a difference?

Objective:

The consultant will contribute to the implementation and management of the Learning Passport platform as well as the promotion of access to quality and inclusive digital education and learning for the most marginalized students in Egypt.

The consultant will be expected to:

-Collaborate with UNICEF Egypt Country Office, MoETE, and the World Food Programme (WFP) to enhance the capacity of MoETE trainers and technical staff in technology integration in education, ensuring high-quality training rollout to teachers in Egyptian Community Schools.

-Lead the identification, curation, contextualization, and development of relevant content and learning materials for the Learning Passport, targeting educators, learners, and parents.

-Develop monitoring tools to track training rollout progress, ensure participant satisfaction, and assess knowledge acquisition to produce recommendations for future rollout phases.

-Support the ECO in implementing the Learning Passport for children on the move.

-Assist the Egypt Country Office and MoETE in scaling up the deployment of the offline Learning Passport in selected Egyptian community schools.

-Promote the integration of the Learning Passport into formal and non-formal education settings and support its implementation for children on the move.

-Provide technical support for the gamification of content on the Learning Passport.

-Offer technical support to the Learning Pioneers Programme.

-Identify innovative digital learning solutions and provide technical guidance to the Egypt Country Office on strategies and issues related to the Learning Passport and other education technology initiatives.

-Propose new digital learning/EdTech solutions for integration into UNICEF's programmes, and collaborate with other UNICEF country offices to leverage best practices and share Egypt's experiences.

Methodology:

Under the supervision of the Education Officer, Egypt Country Office, the consultant will provide technical inputs/support for the engagement with MoETE related to digital education and support the technical readiness for the deployment of the offline Learning Passport platform in Egypt, including testing to reach the most marginalized children. The consultant is expected to lead the technical and technology-related aspects of the Learning Passport deployment with MoETE, Refugee community schools, and relevant CSOs.

Furthermore, the consultant will work closely with the Learning Passport’s regional focal point, the global Learning Passport Team, and the ICT officer at UNICEF Egypt on the implementation of the Egypt Learning Passport Platform (https://egypt.learningpassport.unicef.org) as outlined in the Learning Passport implementation and research plan. The consultant is requested to manage this platform and liaise regularly with UNICEF implementing partners, to improve the integration of the Learning Passport in teaching and learning in refugee community schools and Learning Hubs. The consultant will provide technical guidance, develop training materials and provide capacity building to partners, school manager, teachers and facilitators. Additionally, the consultant is expected to regularly analyze the usage of the learning passport through data available from the platform, customize Egypt Learning Passport website to the needs of the targeted users based on regular feedback and suggest ways to improve the platform to ensure user-friendly experience.

At the beginning of the consultancy and throughout the duration of contract, the consultant is requested to participate in one or more on-boarding calls with the UNICEF’s regional focal point for the Learning Passport as well as other members of UNICEF’s global Learning Passport team.

The consultant will be paid upon completion of the above mentioned and deliverables, which need to be approved by the Education Officer, UNICEF.

Activity 1: Teacher Training on Integration of Technology in Education

1.1 Develop tailored training package for teachers integrating technology in teaching and learning including a foundational and advanced level focusing on a Station Rotation model.

1.2 Training assessment tools are developed and submitted to UNICEF

1.3 Conduct Training of Trainer to MoETE personnel and additional technical staff to support teachers

1.1 Develop training package including contextualized trainer guide, module content, worksheets and other materials for the teacher training on integrating technology in education.

1.2 Produce training assessment tools are including pre- and post-test and feedback form for TOT including participant satisfaction, knowledge gain and attitude change

1.3 Conduct two rounds of training tailored for technical MoETE staff and roll-out per the agreement with WFP (six days, approximately 35 pax for each round)

1.4 Conduct quality assurance and monitoring visits to provide on-job mentorship in five governorates and produce report of high quality

1.5 Submit comprehensive quantitative and qualitative report with pre- and post-test analysis, monitoring visits, and findings from on-job training visits (disaggregate by gender and governorate), including recommendations for future programme scale up

Activity 2: Implement the Offline Learning Passport in Egyptian Community Schools

2.1 16 offline Learning Passport devices and tablets deployed in the selected community schools

2.2 Train teachers in these schools on the integration of the LP

2.3 Monitoring visits conducted to ensure schools are using the LP and problems are identified

2.4 compile information and data related to the offline LP implementation to document lessons learned and recommendations of scale up for Education section and other relevant UNICEF ECO sections

Deliverables 2:

2.1 Set-up 16 additional offline learning passport devices tested, and devices with content for offline use

2.2 Train teachers in 16 schools trained on the use of the offline Learning Passport and the station rotation model.

2.3 Monitor and conduct on-job training in the 14 new and 4 old schools

2.4 Complete quality assurance visits and on the job mentoring and produce report of high quality

2.5 Streamline reporting mechanism for LP backend data in collaboration with the regional office and in liaison with relevant ECO sections

Conditions of work:

The consultant will report to the Education Officer, Learning Passport regional focal point, the Global Learning Passport Team, ICT Officer, Private Sector Partnerships team and other colleagues in the Education section and other sections when required. The consultant will work from the office at least one day per week. The consultant will use his own laptop. The consultant will be requested to travel to selected governorates to follow up on the testing and scale-up of the Learning Passport as well as for the teacher training. The costs for travel will be covered by UNICEF Egypt.

To qualify as an advocate for every child you will have…

-University degree in education, digital education, education technology, public policy or other relevant field.

-At least 10 years of professional work experience, preferably in the area of digital education and learning, EdTech or ICT for learning is required. Previous experience with the UN is a plus.

-Good technical understanding and familiarity with learning management systems (LMSs) is required.

-Experience working with MoETE and knowledge of their digital learning platforms is highly desirable.

-Experience in the digitalization of learning materials, curation and/or development of digital learning materials is required.

-Experience in the design of multimedia content, audio & video and interactive elements of eLearning is an advantage.

-Excellent communication abilities, in both written and oral forms. Consultant should be at ease in presentations and meetings with D-level (UN) or C-level (private sector) executives.

-Proven training and capacity building skills for a range of stakeholders including the development of training materials.

-Fluency in English and Arabic is a requirement.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
