Job Description

Responsibilities:

Leadership and Representation

- Model and drive active practice of the principles of the ‘IRC Way – Global Standards for Professional Conduct’ throughout the response team including maintaining open and professional relations with colleagues, promoting a positive work environment at all levels, and ensuring oversight and resources to enable staff to perform successfully. - Advocate with and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high quality humanitarian and development services. - Lead field programs and operations through collaboration with colleagues in the field and at the country level. - Ensure leadership and management processes enable the IRC to effectively adapt to contextual changes in the field and fully make use of opportunities to expand humanitarian access and assistance. - Ensure that IRC’s principles of gender equity, diversity and inclusion are adapted in all aspects of programming and operations.

Strategic Direction, Quality, and Growth

- Ensure the strategic vision and direction of the country program aligns with IRC’s ability to serve people in your province with responsive, high-quality, and accountable programming by leading the design of the provincial strategy and all associated deliverables - Ensure the strategy action plan (SAP) promotes quality programming, is implemented, guides decision-making and reflects the needs of the people in the province. - Ensure quality program implementation through participation in the project management cycle; comprehensive monitoring & evaluation, accountability and learning systems in the province; staff development investments; and partner organization capacity strengthening. - Remain current on national and provincial issues impacting programs and partners in your province and develop responsive strategies to changing contexts. - Ensure the Provincial Management Team delivers the leadership, management structures, staffing skills and approaches, and operational systems required to ensure a coherent ‘one IRC’ approach to achieve programming objectives. - Find opportunities for appropriate expansion and growth of programs, supported by the appropriate investment in human resources.

Safety and Security Management

- Take primary responsibility for overall management of provincial programs and operation. - In close coordination with the Director of Security, Safety and Access, oversee the management of all security issues in the province, including appropriate response to emergency situations as they arise. - Maintain a culture of safety throughout the provincial programs, including trainings and briefings that prepare all provincial staff for security incident prevention and response. - Maintain close coordination and communication with the Director of Security, Safety and Access on relevant concerns and evolving issues that could adversely affect IRC staff or operations.

Staff Management, Learning and Development

- Oversee the management, coaching and development of provincial staff to build a team of skilled, committed, and motivated staff. - Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews and promoting professional development - Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs. - Offer leadership support for successful adherence by all staff to IRC’s country, regional and Global HR Operating Policies and Procedures. - Work with country HR staff to identify and implement recruitment and retention strategies.

Stewardship and Operational Management

- Drive operational excellence and seek opportunities to achieve optimal efficiency and cost-effectiveness in all functions and operations of the provincial office. - Oversee the deployment and utilization of financial and operational policies, procedures, and systems to deliver compliance with IRC and donor requirements. - Ensure responsiveness and appropriate levels support to the provincial office, especially in the areas of HR, finance, IT, and supply chain. - Work with finance to identify financial gaps and needs for the provincial office and ensure appropriate budget management through regular BVA meetings - Oversee monthly financial reporting through dedicated channels and account for the accuracy of said financial reporting - Lead and ensure compliance with IRC policy, procedures, and practices.

Communications

- Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff and with partner organizations. - Maintain open communications with country SMT and the country leadership team.

Qualifications

Experience:

- At least five years in a Program/Operations management position with significant supervision experience (experience with an international NGO in a similar position an advantage) - Minimum bachelor’s degree in an appropriate field - Extensive experience implementing programs in Afghanistan with a demonstrated knowledge of both humanitarian and post conflict programming. - Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities: programs, operations, logistics, security, finance, etc. - Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills. - Having functional/job related knowledge of financial management - Demonstrated experience in mentoring / capacity building of staff and commitment to staff training and development. - Be able to travel to other sites for support when assigned by the direct line manager

Functional skills and knowledge:

- Excellent interpersonal and representational skills. - Good communication and report writing skills essential. - Thorough knowledge of the principles of gender equity, diversity and inclusion. - Remains productive when under pressure. - Demonstrates a systematic and efficient approach to work. - Flexibility and proven team player with ability to cultivate and maintain good working relationships with colleagues and other organisations. - To have extensive knowledge of the context security, the security and safety management in general - Relates and works well with people of different cultures, gender and backgrounds. - Strong analytical skills and sound judgement - To have the skills in reaching Supervisor and other Senior Management Team Member for any support s/he may require to improve the working mechanism. - Computer skills: MS Office package and Internet; - Fluency in spoken and written English and knowledge of local languages is essential.
