Duties and Responsibilities

The primary objective of this consultancy is to conduct a feasibility study for the development of an integrated and accessible digital information and knowledge management system including the necessary operational tools needed to effectively service the human rights council. The study should build upon existing tools and experiences to enhance the efficiency and effectiveness of the Council. Scope of Work: 1. Identify Requirements and Purpose: - Engage with key stakeholders to identify their specific needs and requirements for a digital information and knowledge management system. - Define the purpose and objectives of the proposed system, ensuring alignment with the Council's goals and activities. - Consider accessibility, usability, and interoperability aspects while outlining the system's functionality requirements. 2. Review Existing Tools and Experiences: - Conduct a comprehensive review of the current digital information and knowledge management tools and other digital tools used to service the Human Rights Council. - Assess the strengths, weaknesses, and limitations of the existing systems. - Evaluate the experiences and best practices of other relevant organizations and bodies in implementing similar systems. 3. Assess Feasibility and Alternatives: - Conduct a technical assessment, including an evaluation of associated estimated costs, to determine the feasibility of developing and implementing the proposed system. - Identify potential challenges, risks, and opportunities associated with the system's development, deployment, and maintenance. - Explore alternative approaches and technologies that may achieve similar objectives. 4. Report on the study and its findings: - Prepare a comprehensive feasibility study report, summarizing the findings, recommendations. - Prepare an executive summary highlighting the main findings and proposed action points.

Qualifications/special skills

A degree in public administration, information systems, strategic planning, social sciences or a related field is required. Five years of experience in conducting feasibility studies and delivering similar projects in the domain of digital information and knowledge management systems. Expertise in data management, and information technology. Strong analytical skills and ability to work independently, adhering to strict timelines. Excellent drafting skills and communication skills to interact with stakeholders at all levels. Familiarity with the operations and processes of intergovernmental bodies and international organizations, particularly in the area of human rights, will be an advantage.
