How can you make a difference?

Under the general guidance of the supervisor, the incumbent is responsible for advising the Chief, Social Policy and Child Rights Monitoring on the design, management, implementation, monitoring, and evaluation of all stages of social protection programing (including shock-responsive and humanitarian cash transfers) and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management for social protection; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social protection services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health and nutrition, child protection, water and sanitation, and communication for development.

  4. Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social protection programmes and services.

    To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Social Protection, Social Policy, Economics, Public Policy, Social Sciences, Development Studies or another relevant technical field.
  • A minimum of eight years of relevant professional work experience on social protection in both international and national settings is required.
  • Hands-on experience in social protection including shock-responsive, humanitarian cash transfer, and provision of technical assistance, is required.
  • Experience in monitoring and evaluation, capacity development and innovations in social protection is required.
  • Direct experience in design and implementation of cash transfer programmes in partnership with government partners as well as direct implementation of humanitarian cash transfers, targeting instruments, setting up integrated management information systems, electronic payment system, social and behavior change communication, interlinkages with social services, and health micro-insurance programmes is an advantage.
  • Experience working in a developing country is considered as a strong asset.
  • Background and/or familiarity with emergency particularly humanitarian cash transfers is considered as a strong asset.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

  • Eight years of professional experience in social protection for developing countries.
  • Knowledge, technical assistance and capacity development on social protection including their shock-responsive to national government in a developing country context.
  • Direct experience in design and implementation of cash transfer programmes including in humanitarian context: targeting instruments, setting up integrated management information systems, electronic payment system, social and behavior change communication, and interlinkages with social services (health and nutrition, WASH, ECD etc).
  • Expertise in monitoring and evaluation for social protection programme.
  • Proven ability to effectively lead a team to deliver results is required (leading and supervising as competency).
  • Strong competencies on planning, analyzing and formulating strategies and concepts.
