Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „EU4Business Facility Project" in Belgium.

The overall objective (Impact) to which this action contributes is:

  • The development of sustainable and equitable economic growth in the EaP countries, which can generate more investments and improve socio-economic conditions and employment opportunities for citizens.

The specific objective[s](Outcomes) of this contract are as follows:

  • Specific objective (Outcome) 1. Improve monitoring and the qualitative assessment of EU support to private sector development in the EaP countries and related country Flagships.
  • Specific objective (Outcome) 2. Improve communication on EU-supported private sector development projects towards potential beneficiaries (MSMEs at large, women-led business, MSMEs located in underserved region, etc.) and stakeholders.
  • Specific objective (Outcome) 3. Improve the visibility and provide a coherent branding for EU-financed actions in support to private sector development.

Your profile

Qualifications and skills

  • Master-level degree, or equivalent, in Economics, Law, Business Administration or any other discipline relevant for this assignment (or equivalent professional experience);
  • Excellent command of English (written and oral) is mandatory. Knowledge of Russian would be an asset;
  • Good IT skills.
  • Proven experience in writing analytical reports and/or technical papers;
  • Proven experience in coordinating activities with various stakeholders.
  • Proven experience with research on private sector development (PSD): produced or contributed to at least five studies, reports or policy papers on PSD;
  • Proven knowledge of the SME sector in the Eastern Neighbourhood region (policies, business climate, major issues and challenges, legal framework, institutional set up);
  • Proven knowledge of EU and Member States SME policies would be an asset;
  • Familiarity with SME policy making in EaP countries would be an asset.

General professional experience

  • At least 5 years of experience with project management;

Specific professional experience

  • At least 5 years' experience in private sector development and/or SME development projects: experience in the design of SME policies and draft of SME legal framework is an asset;
  • At least 4 years' professional experience working in/on the Eastern Neighbourhood region.

Location information

The operational base of both key experts and non-key experts will be the place from where they will carry out the assigned tasks with regular meetings in Brussels or online. The Team of Key Experts is expected to spend at least 20% from their time working away from their operational base, in various places (EaP countries, headquarter locations of all IFIs involved as well as in the countries of bilateral donors, etc.) as will be relevant for the correct implementation of specific activities related to this contract in order to achieve the objectives set.

Start date & period of implementation The intended start date is 1 June 2023 and the period of implementation of the contract will be 48 months from this date (minimum 500 working days)
