Result of Service

The service of the consultant contributes to the ROECA office workplan by coordinating efforts in a Moldovan context to reduce disasters, ensuring synergies among disaster reduction activities, guiding the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, in line with regional and global priorities of UNDRR.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This position falls under the UNDRR Regional Office for Europe and Central Asia, and is based in Chisinau, Moldova. The DRR Expert for Moldova reports to the Programme Management Officer for Country Support, with overall supervision by the Chief of the Regional Office. The consultant will support risk governance and implement the MCR2030 project in Moldova by engaging cities and reporting progress monthly. The consultant will be in charge of positioning UNDRR within the UN Country Team to enhance DRR coordination, contribute to CCA processes, and develop a country strategy, as well as strengthening risk knowledge actions and support resilient infrastructure initiatives, while fostering national and international partnerships.

Qualifications/special skills

A Master's degree or equivalent degree in disaster risk management, political science, social policy, development, administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five years of working experience in project and programme management, public administration or public affairs is required. Experience working on infrastructure projects as well as experience working with the UN system is desirable. Experience working in geographically dispersed teams as well as experience working in the field are desirable. Experience working in the European and Central Asia region is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in English is required.
