Overview

Provide recommendations to enhance anti-racism in UN recruitment processes.

You have:

  • Professional experience in human resources, preferably in a public sector international organization.
  • Experience implementing change management efforts focused on diversity, equity and inclusion.
  • Familiarity with the Strategic Action Plan Report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat.

Result of Service Documentation (by late Feb 2023) – The expert is expected to submit a report, including: executive summary, introduction and background, research findings, and concrete operational recommendations on a variety of assessment and interview methods, tools, and/or approaches to be introduced.

Duties and Responsibilities The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel.

The Human Resources Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities.

In accordance with the Secretary-General's efforts on anti-racism, HRSD/HRSS is seeking to enhance its recruitment and talent assessment processes. In recognition of previous studies conducted within the Secretariat, highlighting the need to improve anti-racism efforts across recruitment, HRSD/HRSS is prioritizing:

- The review the entire recruitment cycle (application, job opening requirements, application screening, testing, interviewing, compliance review, selection), including roster management, to address bias and ensure full transparency and accountability and put in place corrective measures; and - Providing standardized, accurate and fair recruitment assessment services to Secretariat entities with delegated authority for recruitment. As such, the purpose of the engagement will be to determine best practices and approaches to implement across the phases of recruitment to mitigate racism. The scope will include all phases of recruitment, from talent sourcing and outreach, candidate communications, assessments and interviews, to selection metrics. The expert must have professional experience in human resources, preferably in a public sector international organization. This individual will report to a project manager and collaborate with HRSD focal points internally. Interested individuals should familiarize themselves with the Strategic Action Plan Report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat (which can be found under https://digitallibrary.un.org/record/3968836?ln=en)

The Expert will first conduct a desk review to gain an understanding of the current United Nations recruitment processes, the objectives of the project, scope, stakeholders, risks, etc. Following this initial learning phase, the Expert will submit a proposed project plan as the first deliverable, approximately 10 working days after start. This proposed project plan will contain detailed methodology, milestones, and timeline.

The final output of the engagement will focus on reducing racism in the end-to-end recruitment and rostering process. This will include an overview of current international trends, approaches, tools and research, as well as concrete, operational recommendations on a variety of assessment types and interview approaches that could be introduced to mitigate racism. This final output may also include specifications for services, expertise, and/or tools that could help the United Nations mitigate racism.

The Expert will provide regular progress updates (exact frequency to be determined), draft findings and report content, and will adjust plans and deliverables based on feedback received.
