Contract

As the largest archipelago in the world, with over 17,000 islands, Indonesia has a rich marine biodiversity in addition to its vast land-based natural resources. According to data from the Ministry of Maritime, Affairs and Fisheries (MMAF) in 2023, there were around 2.0 million small-scale fishers in Indonesia in 2023. Small-scale capture fisheries production contributes to around 60% of total national capture fisheries production. However, despite being a significant contributor to socio-economic development, the country’s fisheries industry struggles to compete globally and faces challenges that hinder optimal efficiency and productivity. To address these interconnected challenges, the SEABLUE project, funded by Japan Supplementary Budget (JSB) from the Japan Government proposed a set of interventions designed to yield transformative results including: 1. Enhanced Livelihood opportunities: Empower small-scale fishers through training, alternative livelihoods, and women's empowerment initiatives, targeting small-scale fishers as direct beneficiaries. 2. Sustainable Supply Chain: Improve reliability with solar-powered electric boats and eco-friendly cold storage, benefiting small-scale fishers, while reducing greenhouse gases emissions and waste, and contributing to decarbonizing the sector. 3. Institutional Strengthening: Build the capacity of government counterparts through enriching registration and traceability of small-scare fishers in government database, ensuring sustainable fisheries practices. The SEABLUE project will train 500 fishers and 100 government officials with both ratio of 30% women participation and managing new entry of 1,500 KUSUKA registration. The training topics are related to alternative livelihoods, safety at sea, and green-technology adoption. Every training event must be professionally organized, fully documented and translated into timely, sex-disaggregated data for quarterly Project Assurance Reports (PAR) and later for the Final Narrative Report in the end of project timeline. The UN Volunteer Event & Monitoring, Evaluation, and Learning (MEL) Assistant will therefore serve as the bridge between capacity-building delivery and evidence-based learning, ensuring that every event in the future, could it be series of trainings, workshops, meetings, and field missions, is immaculately executed and systematically captured for monitoring, evaluation and adaptive management.
Under the direct supervision of the National Project Coordinator of JSB-SEABLUE project, the UN Volunteer will undertake the following tasks: 1. Support the project team related to event planning and implementation through impactful events organizing. It includes: - Event planning and organizing: plan and execute capacity-building activities (series of trainings, technical workshops, coordination meetings, field missions, etc) in the SEABLUE project sites. - Logistics and vendor management: manage logistics and vendors under UNDP procurement rules, - Government relation: liaise with local fishery agencies, extension officers and other government stakeholders to confirm participant lists and ensure ≥30 % female attendance, - Administration: prepare administrative documents, briefings and post-event reports, - Communication: maintain communication with participants to secure active engagement and produce narrative report after event. 2. Support the project team to prepare MEL report of the events and later in the final report. It includes: - Coordinate and standardize data collection and analysis from the various events to ensure consistency in project reporting. - Collect and monitor field-level implementation by fisheries extension workers to track project achievements and progress. - Contribute to the development of results-based reports and documentation for internal and external audiences, including donors and the public. - Support the project team to strengthen results-based reporting systems, including capacity building for implementing partners. - Collect, verify and archive supporting documents for payments, asset hand-over and MEL evidence.

This position will be based in Jakarta, the capital city of Indonesia where there are many options for transportation, accommodation, and food. The candidate can easily access medical facilities, banking facilities, market, communications, water, and electricity. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
