In Sierra Leone, Trócaire works to achieve climate and environmental justice; ensure women and girls’ protection, voice & influence; and save lives and protect human dignity. Trócaire supports work on the prevention of sexual and gender-based violence, women’s political participation and leadership, sustainable livelihoods and economic empowerment, peacebuilding, climate and environmental justice and humanitarian preparedness and response.

Trócaire works through local partners and actively supports localised development and humanitarian aid. Supporting local civil society organisations to strengthen their organisational, institutional, financial, technical, and managerial capacities is core to Trócaire’s partnership approach in Sierra Leone. Trócaire’s Sierra Leone country programme also works closely with, contributing to and drawing support from, Trócaire’s global hub on partnership and localisation based in Nairobi, Kenya.

The EU Project Coordinator is responsible for the overall implementation of a EU contract focusing on supporting Gender Equality & Social Accountability through a strengthened civil society in 14 wards in Western Area Rural, Kambia and Bombali districts. The EU Project Coordinator will be instrumental in providing guidance in areas of women empowerment, inclusion, and supporting livelihoods. The program includes significant Citizen's Monitoring and Advocacy approaches. The program is implemented through three local organisations.

Key responsibilities and Duties in this role:

  • Provide overall support to partners in project implementation and ensure timely and qualitative implementation of the project by partners in line with Trocaire and donor requirements and regulations;
  • Act as a focal point for the project with the partners in the field; and ensure effective referral and support on technical issues by relevant Trocaire Technical Advisors, Program Accountant. In particular, strong gender empowerment technical support.
  • Work closely with the Business Development and Grants Manager to ensure donor compliance, grants management and timely reporting.
  • Organise Implementation Committee meetings with implementing partners.
  • Conduct frequent field visits to the project sites to assess activities and ensure efficient use of resources.
  • Review the Project Budget versus Actual reports to avoid under/over spending and ensure accurate budget forecasting and expense planning.
  • Rollout of the Citizen Monitoring and Advocacy approach to the local partners.
  • Ensure visability plan and requirements are respected and applied as appropriate.
  • Develop case studies and project updates for Trocaire newsletters, social media, and website
  • Take the lead in ensuring quality and timely implementation activities to strengthen the managerial, organisational, technical and financial capacities of local CSOs and CBOs to effectively promote women's inclusion and participation in governance and developmental processes.
  • Manage the successful delivery of the project's internship scheme.

Reporting to the Localisation & Partnership Manager, this is a fixed-term one-year contract based in Freetown, Sierra Leone to start immediately.

Requirements

  • Graduate university degree in Development of related field of study.
  • Strong gender programming experience.
  • Experience in Citizen's Monitoring and Advocacy Approaches.
  • Experience in capacity building of local partner organisations.
  • At least 5 years of demonstrable experience in the management of development of projects,
  • Sound experience of budgetary and financial management
  • In-depth understanding of programming in a partnership model, working in a partnership-based NGO.
  • Experience in organising and facilitating meetings, workshops and training activities.
  • Experience in organisational development strengthening and capacity strengthening of local civil society organisations.
  • Experience in database management software (Agresso, Salesforce).
  • Excellent interpersonal and relationship management
  • Monitoring and evaluation skills.
  • Ability to work independently with minimal supervision.
  • Competent in Microsoft packages (Word, Excel)
  • Ability and willingness to travel within the country and internationally.
  • Financial integrity and stewardship of project funds,
