The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

CHAI’s global malaria and neglected tropical disease (NTD) program provides direct technical and operational support to countries around the globe to strengthen their programs and reduce the burden of preventable, treatable diseases. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of illnesses and deaths worldwide in the short-term and accelerating progress towards elimination of malaria and NTDs in the long term.

Position Overview

The successful candidate will be responsible for a wide variety of tasks, from performing quantitative and qualitative analyses, designing evidence-based strategic plans, and providing dedicated day-to-day operational support to ensure execution of effective, high-impact programs. The individual will collaborate with a diverse team of CHAI staff based in country and globally, relevant government, technical, and implementing partners academics, technology companies, and public health agencies. They will also be expected to identify areas of engagement relating to improvements in vector control, surveillance, and program implementation, and be able to initiate work plans to address these issues rapidly and with limited guidance. This role offers a unique opportunity for a talented individual to apply analytical and problem solving skills to support program implementation.

The candidate must have excellent analytical, problem-solving, organizational, communication, and project management skills as well as adept cultural sensitivity and emotional intelligence. The position will be based in Freetown with frequent travel to districts in Sierra Leone and occasional international travel.

Responsibilities

Malaria Program – 60%

  • Provide technical assistance to the national malaria program to strengthen all malaria control interventions.
  • Support the development and monitoring of country-specific government strategies, roadmaps, and costed work plans for malaria control.
  • Contribute to the formulation, review, and feedback of technical deliverables, which may include strategic plans, guidelines, grant proposals, donor reports, or implementation updates.
  • Contribute to the design and implementation of monitoring and evaluation to measure progress towards malaria control goals (analysis of key indicators, design and implementation of monitoring and evaluation of surveillance platforms, etc.).
  • Support and facilitate inception meetings and engagement workshops to promote and socialize CHAI’s support to the NMCP.

  • Facilitate validation of sub-national tailoring results for informed program planning and resource allocation.

  • Provide support to TWGs and coordination meetings, ensuring effective collaboration and communication among stakeholders. Handle secretariat duties, including documenting and following up on action points.
  • Support the conduct of a comprehensive scoping exercise across thematic areas like Surveillance, case management, supply chain, program management to identify priorities, challenges, and opportunities for improvement.
  • Provide technical support, training, and ad-hoc programmatic assistance for surveillance activities, data quality assurance, monitoring and evaluation, outbreak detection and response, and health management information system integration.
  • Synthesize results and translate them for national and sub-national government partners to support evidence-based decision-making. Disseminate findings through high-quality presentations, reports, and publications both internally and at international venues.
  • Develop and maintain strong working relationships with country teams, key stakeholders across government, non-governmental organizations, and academic institutions, with support from senior research associate and technical advisor;

Support to other programs – 40%

  • Support the conduct of assessment of relevant program performance.
  • Design surveys, interviews, and focus groups to collect qualitative and quantitative data from relevant stakeholders.
  • Compile and document data from existing sources, such as health records and reports.

  • Engage with community members, healthcare workers, and policymakers to understand their perspectives and challenges.

  • Conduct site visits to healthcare facilities to observe current practices and identify areas for optimization.

Qualifications

  • Bachelor’s degree with 3-4 years of relevant work experience or Master’s in public health, epidemiology or related field with 2 years of experience.
  • Knowledge of malaria, NTD and/or other major global infectious disease problems.
  • Experience in monitoring and evaluation of surveillance systems and/or public health programs and strengthening of information systems.
  • Familiarity with data entry, data management, epidemiological analysis and statistical analysis using statistical software (R, STATA and/or other relevant software.
  • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Enthusiasm for applying research methods to solve global health problems focusing on malaria and/or other major global infectious disease concerns.
  • Experience working and communicating with government officials and other external partners.
  • Ability to work independently and to manage own portfolio, balancing multiple tasks simultaneously in remote and unstructured settings and to adapt to new environments and challenges.
  • Exceptional problem-solving, analytical, and quantitative skills.
  • Skills in making persuasive presentations and written reports.
  • Possess the ability to think strategically while maintaining strong organizational skills and a detail-oriented approach.
  • Excellent interpersonal skills and proven ability to build and maintain strong relationships in a multicultural environment.
  • Excellent written and verbal communication skills, with the ability to synthesize data into effective presentations and reports.
