1- Background

The African Development Bank (“the Bank”) is Africa’s premier multilateral development finance institution. Its mission is to contribute to the economic development and social progress of its regional member countries, mobilize resources for the financing of development projects, and promote economic integration on the African continent.

The African Development Bank has 54 African member countries and 27 non-regional member countries. It has established ties with an extensive network of international development partners and enjoys an excellent reputation on the capital markets. Over the last 10 years, the Bank has grown in size and impact, and modernized its operations to improve efficiency and value for money.

The Bank’s work revolves around five key priorities, which it refers to as its High 5s. These priority areas are the following:

  1. Light Up and Power Africa: power, energy, environment, and green growth
  2. Feed Africa: agro-industry, agricultural finance, and rural development
  3. Industrialise Africa: private and financial sectors, infrastructure, urban, industrial and trade development
  4. Integrate Africa: regional development, integration and impactful delivery
  5. Improve the quality of life for Africans: human capital and skills development, health, nutrition, water and sanitation.

Within this context, the Communication and External Relations Department (PCER) intends to recruit a web developer as an individual consultant. The Consultant will assist with the upkeep and regular updates of the Bank’s websites and providing support to the PCER department. The Bank has embraced Drupal as its Content Management System (CMS), facilitating content posting in four languages: English, French, Portuguese, and Arabic.

2- Key Functions

Under the general guidance and supervision of the PCER2 Division Manager and the Senior Corporate Infomaster, the Consultant’s role will include (non-exhaustive list);

• Adhere to content strategies to ensure effective and engaging website content. • Collaborate with content creators, ensuring seamless integration of text, images, and multimedia elements. • Maintain and update content regularly, keeping it relevant and aligned with organizational goals. • Code and build functional and visually appealing pages using HTML, CSS, JavaScript, and other relevant technologies. • Ensure website responsiveness and compatibility across various devices and browsers. • Collaborate with cross-functional teams to enhance user experience. • Monitor and optimize website performance, reporting issues related to speed, security, and overall functionality. • Implement SEO best practices to improve search engine visibility and ranking. • Identify and resolve technical issues, bugs, and errors to maintain a seamless user experience. • Conduct thorough testing to ensure proper functionality and user interface.

3- Responsibilities

Content Management

• Create and promptly update web pages, incorporating web coding for enhanced functionality; • Elevate accountability and efficiency levels within the content management process; • Enhance search engine optimization strategies to augment the visibility of Bank content on the internet; • Post documents with appropriate content-related tags and categorize them based on the Bank’s document typology; • Collaborate closely with content creators, designers, and stakeholders to ensure timely and accurate content updates; • Develop and format web pages dedicated to entities, sectors, initiatives, topics, events, and knowledge products, utilizing web coding where necessary; • Conduct thorough quality checks to ensure consistency, accuracy, and adherence to brand standards; • Format images and banners required for web pages or articles, adjusting size and resolution through web coding techniques; • Publish press releases, event announcements, and videos across all platforms (Web, Intranet, Extranet), utilizing appropriate tags; • Provide comprehensive web analytics data to PCER management and various communication officers; • Conduct regular quality checks on content to detect obsolescence, missing or broken links, ensuring compliance with pre-approved layout and format standards; • Review the usability of Web platforms and recommend improvements to the user interface, incorporating web coding solutions for an optimal user experience.

Web Development

• Support the Corporate Infomaster in creating visually appealing and user-friendly designs. • Contribute to the development of website layouts, graphics, and user interfaces. • Help with coding tasks using HTML, CSS, PHP and other relevant technologies. • Collaborate with the development team to integrate design elements into the website. • Assist in conducting testing to ensure websites are responsive and function correctly across various devices. • Participate in quality assurance processes to identify and resolve design-related issues. • Contribute to creating designs that prioritize usability and accessibility for diverse user groups. • Ensure design elements align with usability principles and best practices.

4- Qualifications and Experience

The assignment will be undertaken by an individual consultant who meets the following criteria:

• Minimum of a Bachelor degree in Information Technology (IT), Information Management (IM) or related fields • National of an African Development Bank member country; • At least six years of proven experience as a Web Developer with a focus on Drupal and content management. • Proficiency in web programming languages (HTML, CSS, JavaScript, PHP). • Good understanding of MySQL and web hosting platforms; • Strong understanding of web content best practices, including SEO principles and accessibility standards; • A good creative eye to assess the relevance of graphics submitted for posting; • Good understanding and experience using creative suites such as Adobe, particularly Adobe Photoshop, Dreamweaver, and XD; • Experience in Web analytics software; • Competence and knowledge in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint). Knowledge of SAP is desirable. • Excellent ability to write and communicate in English or French, and a good working knowledge of both languages. knowledge of Arabic is desirable. • Excellent interpersonal skills, working experience within multicultural teams and international organizations or companies, and knowledge of Africa and development issues • Ability to solve problems, undertake relevant research and analysis, and fact-checking • Ability to work in a fast-paced environment. • A team player and self-starter with a can-do attitude

5- Duration of the assignment and place of work:

The Consultant shall provide the required services for twelve (12) months, commencing on 1st March 2024 and ending on February 28th2025, unless the contract is terminated earlier by either the Bank or the Consultant, as per the terms and conditions. All obligations will be fulfilled during this period unless otherwise stated.

This assignment will take place at the Bank’s headquarters in Abidjan.
