Support NEPI, MoPH, and partners in developing and operationalizing SOPs for immunization supply chain.
You have:
- Advanced degree in Public Health, Business Administration, health system strengthening, Supply Chain Management, logistics or a related field.
- At least 8 years’ experience in Health System and Supply Chain Strengthening including vaccine management.
- Fluency in English (and other language(s) for the region/country if relevant) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Proven experience in SOP development, guideline writing, or system strengthening.
- Familiarity with WHO/UNICEF EVM standards.
- Capacity building of MOH staff and skill transfer experience.
- Strong leadership skills and ability to work collaboratively in multicultural and multidisciplinary teams.
- Excellent report writing and facilitation skills.
- Knowledge of local health system context.

TERMS OF REFERENCE
The purpose of this consultancy is to support NEPI, MoPH, UNICEF, and partners to develop, validate, and operationalize a complete set of Standard Operating Procedures (SOPs), Terms of Reference (ToRs), and related guidelines for immunization supply chain (iSC) that are aligned with national policy and global EVM standards, and to strengthen the capacity of MOH and partners to routinely apply and update these SOPs.
Specific Objectives:
- Conduct a desk review of (national policies, guidelines, tools, and assessments relevant to immunization supply chain (iSC) e.g. EVMA reports, cIP recommendations, cold chain inventory, distribution plans).
- Map existing processes and identify gaps, variations in practice across levels and provinces.
- Coordinate with NEPI/MoPH, UNICEF, WHO and other key stakeholders to design practical SOPs,
- Align SOPs with WHO/UNICEF guidance, global EVM guidelines and national regulations, including vaccine safety, temperature monitoring, and data reporting standards.
- Facilitate validation and capacity building sessions; finalize SOPs in English, Dari, and Pashto.
