How can you make a difference?

The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This includes the need to establish a Programme Management Unit that will provide operational and transactional capacity to the Afghanistan Country Office to ensure urgent lifesaving and resilience building programmes can continue.

The Afghanistan Programme Management Unit’s (APMU) Data Processing and Analytics Specialist will report to the Beneficiary Data Manager. He/she will be based in Kabul and will provide oversight to the technical work related to processing and analyzing individual personal data for the purpose of cash assistance delivery.

In anticipation of agreements with the World Bank, the Asian Development Bank and other major donors to implement programme interventions in the context of Afghanistan, the Afghanistan Country Office (ACO) is looking for a Data Processing and Analytics Specialist responsible to provide technical support in processing personal data through the use of UNICEF Humanitarian cash Operations and Programme Ecosystem (HOPE) as well as other required software solutions for Programmes entrusted by ACO to the PMU for operational support. The incumbent will be responsible to identify and implement software solutions to prepare, analyze and clean big volumes of personal data before they are imported into HOPE and in those instances where the programme requires additional data management functions not available in UNICEF Humanitarian Cash Transfer Management Information System (HOPE). The incumbent will be responsible for the information security of data managed by the APMU including by performing country administrator functions of the HOPE system.

Summary of key functions/accountabilities:

Under the direct supervision of the Beneficiary Data Manager, the Data Processing and Analytics Specialist, P3 will perform the following tasks:

  1. HOPE Country administrator
    1. Support Beneficiary Data Manager in providing oversight on HOPE use
    2. Manage HOPE users, ensure proper segregation of duties is respected, update and escalate validation of Delegation of Authority Plan as needed
    3. Perform business area specific HOPE maintenance back-end tasks (i.e.: setting deduplication threshold, activate optional features, write python rules in steficon, etc.)
    4. Monitor sync and integration of HOPE in Afghanistan with KoboToolbox, CashAssist and RapidPro
    5. Ensure quality of data imported into HOPE and act as responsible focal point for questions surrounding updates to existing beneficiary and payment records stored in the system
    6. Liaise with global HOPE team (Beneficiary Data Specialist and Service Delivery Manager) to escalate bug and discuss needed features.
    7. Provide oversight to the quality and safety of any data being imported or exported from HOPE
    8. Deliver training and ad hoc HOPE master classes to reinforce capacity in UNICEF and partners of new and existing HOPE functions
    9. Provide oversight to data quality assurance activities in HOPE including Registration, Deduplication, Targeting of beneficiaries, entitlement cards allocation, payment verification and grievances management
    10. Coordinate HOPE user support between PMU user and ACO users
    11. Provide a prioritize and comprehensive picture of user support requests to HOPE HQ team
    12. Ensure adequate HOPE roles allocation between UNICEF and partners
    13. Coordinate local IT support to HOPE users

2. Data Processing and Analysis

  1. Write, manage, and update scripts in python and other relevant language to consolidate, parse, clean and prepare external personal data sources for import in HOPE
  2. Consolidate different data sources such as KoBo registration surveys, RapidPro surveys, payment records in CashAssist, post-distribution monitoring (PDM) surveys and other monitoring data (such as market monitoring, grievance and feedback data, etc.) for the purpose of data analysis and data comparison, including longitudinal comparisons
  3. Perform advanced statistical analysis to be delivered to Beneficiary Data Specialist for report writing
  4. Detect individual record flagged as error upon import in HOPE and perform adequate correction based on programmatic instructions
  5. Spot check and ensure quality of data stored in HOPE and in other digital platform for the case of programmatic non personal data

3. Information Security

  1. Ensure that PMU Data management workstream is aligned with UNICEF Information Security Standards
  2. Perform data encryption and train UNICEF and partners in encryption techniques
  3. Document and support in the development of automated data exchange solution where needed in concert with HQ HOPE team and concerned partners in country
  • Ensure timely follow-up on data retention in KoBo, HOPE and APMU sharepoint to ensure that data is properly disposed of within documented retention timeframes

To qualify as an advocate for every child you will have…

Education: Master’s degree in Information Communication Technologies, Software Development or related field is required.

Work Experience:

  • Minimum 5 years of personal data analysis and processing
  • Experience in crunching data for humanitarian cash transfers programme
  • Experience in Beneficiary Data system for humanitarian cash transfer at field level
  • Experience in maintaining MIS in humanitarian contexts
  • Experience in working with UN agencies (UNICEF experience preferred) at interagency level
  • Detailed knowledge of python language or alternative coding language, as well as familiarity with SQL for querying relational databases.
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources and architecture teams.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, and dedication to deliver results within strict timeframes.

Language Requirement: Fluency in English as a working language.
