The UN Common Cash Statement (UNCCS) was formalized in December 2018 by the four principals of UNICEF, OCHA, UNHCR and WFP to commit to us common cash systems wherever possible in order to maximize efficiency and effectiveness gains. The primary responsibility for this position is to support the UN Common Cash Statement (UNCCS) implementation at country offices level with a specific focus on the set up of payment systems and solutions. The position reports to the EMOPS Humanitarian Cash Transfer (HCT) Coordinator, based in New York in the Humanitarian Policy Section (HPS), as well as to the Deputy Director DFAM (Treasury) in the Division of Finance and Administrative Management, DFAM, also based in NY Headquarter.

How can you make a difference?

Under the general day to day supervision of the EMOPS Cash transfer coordinator and the regular technical oversight from DFAM, the incumbent is responsible for providing in country and remote technical support to country office for the UNCCS implementation of HCT payment solution, in close collaboration with WFP and UNHCR, with a specific focus on the seven priority UN Common Cash System (UNCCS) countries. The incumbent will also consult regularly with the Supply Division (SD) HCT focal point, as per the existing division of tasks between DFAM and SD.

Key functions:

  1. Undertake surge response field missions (up to 75% of the time) to provide technical support and guidance to country offices on the set up of payment system, including preparedness activities. This includes strategic sourcing, market analysis, risk mapping and identification of risk mitigation measures, ensuring all financial service provider related procurement activities comply with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  2. Provide technical guidance to country offices on how to engage with financial service providers (e.g., banks, mobile network operators, other digital payments) under the guidance and supervision of DFAM, while applying the UNCCS collaborative procurement guidance in close collaboration with UNHCR and WFP.
  3. Regularly consult with UNICEF DFAM-TSFS, Supply Division and Legal Teams to inform country specific FSP procurement approach and seek required technical clearance
  4. Participate at country level to inter-agency financial service procurement and selection processes and other collaborative efforts for HCT.
  5. Apply a strong focus on innovation and use of technology, to identify opportunities for new technology partnerships for payment to beneficiaries at country level, and technology tools to enhance transparency, reporting and risk mitigation, with a specific focus on the scale up of digital payment solutions.
  6. Document field experience including new models of implementation, programmatic approach, joint programme, and inter-agency coordination efforts.
  7. Any other duties or assignments as requested by the supervisor.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Business, Finance, Economics. Procurement, Contract/Commercial Law, Supply Chain Management or related field.
  • Two years of additional work experience (post-bachelor’s degree) may be accepted in lieu of advanced university degree.
  • Eight (8) years of relevant professional work experience in procurement/contracting for high value, high risk and complex procurement / contracting of services.
    • An understanding or working knowledge of the UN, experience with UNICEF, WFP and UNHCR is an added advantage.
    • Extensive knowledge of procurement process mapping and implementation of system and process improvement initiatives
    • Good knowledge of SAP and/or any other ERP systems
    • Category knowledge of procurement process for payment agencies to implement HCT projects,
    • Experience in emergency/humanitarian settings is an advantage
    • Previous experience working at the field offices or at the HQ providing support to Field offices
  • Fluency in English is required, and knowledge of another UN language is an advantage – French is an asset
