We pursue this goal by partnering with stakeholders such as the government, non-governmental organizations, change-makers in civil society and the private sector to influence and improve laws, policies, and programmes which will impact how children access quality services. We are in a unique position to collaborate with everyone including advocates and service providers who work closely with children and their families, as well as the elected leaders who are responsible to ensure that laws and policies are in line with children's rights. Most importantly, we integrate the voices of our children and adolescents by engaging them on the issues that affect their lives.

Key Deliverables

  1. Support JCO to advance its full presence in the territories/****counties.
  2. Support UNICEF in conducting Child-center emergency preparedness processes in the territories/counties

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields: Disaster Risk Management, sustainable development, climate change, environment public policy or other related disciplines.
  • A minimum of 5 years of relevant professional experience in more of following areas is required: Disaster Management, Climate Change or Environmental Science, International Development, Emergency Preparedness and response or relevant field.

Knowledge/Expertise/Skills required.

Technical Skills

  • Excellent knowledge of governance, government machinery, operations, and procedures
  • Comprehensive knowledge and understanding of in-country Policy Frameworks
  • Comprehensive knowledge and understanding of engagement management discipline and tools
  • Good knowledge of results-based programme development and management
  • Good knowledge of organizational development principles and practices
  • Experience in Project Management

Core Skills

  • Excellent and demonstrated strategic partnership and relationship skills
  • High innovative thinking and ability to market new approaches
  • Adept at advocacy and advancing a policy-oriented agenda
  • Effective team building / team management skills
  • High proficiency in utilizing the Microsoft Office Suite platform (Microsoft word, PowerPoint, and excel at a minimum)
  • Adept in Report, Policy papers, Policy briefs writing and preparation and presentation
  • Good understanding of the local context
  • Excellent communication and interpersonal skills
  • Ability to work effectively on own initiative.
  • Excellent negotiation and conflict management skills
  • Advanced critical thinking, problem-solving, and decision-making skills
  • Excellent Time Management and Organizational skills

Other

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
  • Must reside in the Cayman Islands, The Bahamas, Turks and Caicos or Bermuda and have the availability to travel among them, Jamaica, and Panama

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
