The WHO Emergency Medical Teams (EMT) Initiative assists countries to build capacity and strengthen health systems by facilitating the development and deployment of quality assured emergency medical teams in emergencies. The EMT Initiative aims to improve rapid response to the health consequences of health emergencies, including disease outbreaks, by providing guidance, setting and maintaining clinical and operational standards, providing training and technical assistance to Teams, and ensuring the quality and accountability of deployable national and international EMTs through the global EMT classification and quality assurance system.

EMTs are groups of health professionals (doctors, nurses, paramedics, etc.) that treat patients affected by an emergency or disaster in a “field hospital” or “field clinic” setting, including emergency and trauma care, and routine/essential health services.

The EMT Initiative places a strong focus on supporting countries, to develop national teams that can deploy quickly and self-sufficiently to where they are needed, and ensure that governments have coordination systems in place to accept and use international EMTs when local capacity is exceeded.

As directed by the National Heath Emergency and Disaster Management Coordinator:

· Support the Department of Health and Social Affairs (DOHSA) to develop national emergency response plans, policies, standard operating procedures (SOPs), national team structures and a roster of trained emergency response personnel for national EMT preparedness and response, and coordination of international EMTs.

· Support the DOHSA to develop and refine plans and SOPs for international EMT reception, tasking, coordination, and onsite monitoring as specified in the WHO guidance on “EMT classification and minimum standards.”

· Provide on-site project management support to national and sub-regional EMT workshops and simulation exercises.

· Participate in national and regional EMT workshops and exercises to increase personal knowledge and skills relevant to the EMT Focal Point’s role in developing and testing SOPs and policies.

· Develop training materials for national EMTs and staff involved in emergency coordination functions, at the national and subnational levels.

· Support strengthening of working relationships between the DOHSA, National Disaster Management Office (NDMO), WHO-South Pacific, the Pacific Humanitarian Team (PHT) and other Departments and Agencies involved in emergency/disaster response.

· Provide monthly written status reports to the DOHSA and WHO, regarding progress and status of national EMT capacity strengthening and development.

· Provide reports in due time to the Health Preparedness Director.

working with organizations in emergency response situations, program management or public health implementation is an asset, as is experience working in the UN or other international development organization;

· Understanding of national and emergency response procedures

Pohnpei is one of four islands states in the Federated States of Micronesia and is where the capital is located. Air travel to Pohnpei is through either United Airlines or Narau Airlines, and they provide connections to Guam, Hawaii, Fiji and Australia. However, travellers should be aware that weather conditions can sometimes affect flight schedules.

In terms of climate, Pohnpei experiences a tropical rainforest climate with high humidity and abundant rainfall throughout the year. Travelers should pack lightweight, breathable clothing and be prepared for occasional showers. As for cultural awareness, visitors are encouraged to respect the local customs and traditions, including modest dress codes and a conservative approach to alcohol use, as the predominant religion is Christian.

The cost of living in Pohnpei is relatively moderate and in line with most other small Pacific Island Countries, with accommodation options mainly in modest guesthouses or apartment blocks. Availability of food, water, and electricity is generally reliable, with a variety of dining options featuring local cuisine. Almost all fresh produce and meat is imported into the country by boat, however fresh local seafood is readily and available. Medical facilities on the island are limited, so travellers are advised to bring any necessary medications. Banking facilities are available, but it is advisable to carry sufficient cash, as credit card acceptance may be limited. The local currency is US dollars. Communications infrastructure in Pohnpei includes mobile networks and internet access, although connection speeds may vary.
