Call for Emergency Employment - Emergency Distribution Officer

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for emergency employee as Emergency Distribution Officer.

About the Job

The Emergency Distribution Officer will support the Emergency Team through direct implementation of field activities, including planning and delivering assistance through in kind and voucher/cash assistance distributions in the affected areas of the Türkiye Earthquake in line with relevant international standards and best practices as well as weekly or monthly workplans and according to budgets. This role will include being responsible for identifying and verifying recipients of assistance and identifying and verifying their needs as well as ensuring monitoring of the effective and accountable delivery of emergency assistance. This role will sometimes be required to represent DRC at external meetings or working groups.

This role may require the delivery of capacity building initiatives at a local level.

These activities will focus around multi-sector, life-saving interventions during acute crisis within the areas of protection, shelter and non-food items, water, sanitation and hygiene and food security, through different assistance modalities (in kind, cash, voucher or a combination). They will cover all stages of project cycle management from programme design to implementation and monitoring and evaluation.

Duties and Responsibilities****:

Programming & Operations

  • Participate in various field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming;
  • Support beneficiary’s identification, assessment and selection processes;
  • Ensure collection of data is up to date;
  • Participate in the decision to select the most feasible and appropriate modality of assistance (in kind, cash, vouchers);
  • Ensure organisation and implementation of emergency activities, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles;
  • Produce distribution reports and analysis;
  • Monitor and evaluate ongoing distribution activities and report on unmet needs and gaps;
  • Undertake filing of all means of verification related to the distribution of cash and vouchers.
  • Set-up community committees when necessary and provide appropriate training so that committee members understand their roles and responsibilities

Representation

  • Represent DRC in relevant fora; with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
  • Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
  • Ensure DRC’s principles and approaches to emergencies are integrated into the response;
  • Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.

Monitoring and Evaluation

  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
  • Regularly monitor project activities and provide timely inputs and feedback to management;
  • Support Programme and MEAL teams in data collection for MEAL purposes, including market, price and vendor monitoring;
  • Participate in after action reviews and learnings to improve programming;
  • Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Support the planning and coordinate proactively logistics and movements of staff from and to different operational areas;
  • When required, initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs;
  • Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner;
  • Support in tendering, selecting and contracting Financial Service Providers as needed.

Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.

About you

To be successful in this role, you must have a relevant university degree/diploma in economics, agriculture, social sciences, community development and mobilization, civil engineering, geography, international relations or another relevant field.

Moreover, we also expect the following:

Required qualifications

  • Minimum 2 years of practical experience in sector area working for an INGO or similar organisation
  • Field experience in the Area is desirable
  • Experience working with Cash and Voucher Assistance programming or distributions
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Fluent Turkish or Arabic
  • Verbal and written English

Contract length: 3-6 Months

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals.
