Under the general supervision of the Chief Education the incumbent of this role is to deliver, manage, coordinate, and support the scaling of technology solutions for the education sector to ensure the largest possible impact in line with the Education Programme Rationale and Digital Learning approach.

The major roles and responsibilities of the role are:

1. Coordinate the identification and scaling of identified technology solutions to achieve programme results:

  • Identify appropriate technology solutions to be employed and scaled up in education programme
  • Coordinate UNICEF India internal resources, partners and vendors for flawless execution of education technology projects ensuring that they are designed as a public good;
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;
  • Identify the needed resources and ensure allocation;
  • Develop detailed project plans to monitor and track progress;
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques;
  • Support programme team in liaising with Government and partners under the digital learning agenda;
  • Ensure that all projects are delivered on-time, within scope and within budget
  • Measure project performance using appropriate tools and techniques; specifically, to analyze the successful completion of short and long-term goals
  • Report and escalate to management as needed;
  • Manage the relationship with the ICO programme team and all stakeholders;
  • Perform risk management to minimize project risks;
  • Create and maintain comprehensive project documentation;
  • Assist the generation and review of terms of reference, review of technical solutions, and vendor selection to ensure UNICEF standards are followed;
  • Support human/user-centred design methods to enable user-acceptance testing, evaluation, documentation and analysis;
  • Ensure technology solutions are compliant to national data security and privacy policies

2. Enhance governance, collaboration, build relationships and capacity:

  • Support counterparts and implementing partners to build capacity and nurture independence in the use of Digital Public Goods;
  • Assist in oversight, assessment and audit of vendors, counterparts and implementing partners to deliver ICT-related projects;
  • Support Supply and programme staff to establish local LTAs for ICT-related programme contracts for services and products;
  • Contribute to the on-going discussions of the ICO Innovation Working Group to keep all focal points updated about the status of key projects
  • Conduct oversight of providers and third parties of ICT-related services and products to programme;
  • Stay abreast of ICT trends, developments and best practices through professional development –journals, training, certification, etc.
  • Participate as resource person in capacity building initiatives to enhance the competencies, capacity and knowledge within the programmes on digital development; train UNICEF staff, partners, government counterparts and other end users in digital development and technology innovation.

3. Improve the delivery of results:

  • Facilitate project management methodologies/trainings and support the application by staff, counterparts and implementing partners;
  • Build and strengthen relationships with counterparts to implement and utilize Digital Public Goods
  • Promote the use of collaboration tools for knowledge management, capacity building and preserving institutional memory;
  • Liaise with HQ, RO and other CO to share knowledge, experience; discuss opportunities and risks for the improved delivery of results
  • Ensure exist strategies are incorporated in all innovation initiatives prior to approval;

EDUCATION:

An advanced university degree is required in computer science, software engineering, information technology management, business administration or another relevant technical field.

*A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

WORK EXPERIENCE:

A minimum of five years of professional experience in information technology management and business operations in a large international organization and/or corporation is required.

Desired Experience:

  1. In a UN or multi-lateral organization is an asset.
  2. In supporting and coordinating project activities across a large organization and with international partners.
  3. Working with education or other development programmes.

    LANGUAGES

Fluency in English is required. Mastery of another UN language is an asset.

  • This position is based in New Delhi (India). The vacancy is open to Indian Nationals only.
  • This is a Temporary Appointment and the selected applicant will have a nine months Temporary Appointment contract.
