**OVERVIEW** ------------ Post Number : 4INSHS0001PA Grade : NO-B Parent Sector : Social and Human Sciences Sector (SHS) Duty Station: New Delhi Job Family: Social and Human Sciences Type of contract : Project Appointment Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 19-JUL-2024 **UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism** **Only nationals of India may apply to this position.** **Duration of Contract: One (1) year with the possibility of an extension subject to satisfactory performance and availability of funds.** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Director of the UNESCO New Delhi Regional Office, and direct supervision of the Programme Specialist and Chief of Social and Human Sciences (SHS) Sector, the National Programme Officer (NPO) will be part of the UNESCO South Asia Regional Office in New Delhi (hereinafter UNESCO New Dellhi), and lead the implementation of the "Empowering Minds: Transforming Lives" project aimed at developing a Global MOOC on the Ethics of AI. This project responds to the exigent need to cultivate a global community of AI practitioners, experts, researchers, educators, and advocates deeply committed to ethical development of AI. It aims to develop a Global Massive Open Online Course (MOOC) on the Ethics of AI to address the critical need for capacity building and awareness in AI ethics. The project will produce a comprehensive MOOC that includes videos, case studies, and practical resources, and include a series of capacity-building workshops and awareness-raising events. The NPO will lead the overall project management including coordination and stakeholder engagement, curriculum development, communication, financial management, Monitoring and Evaluation (M&E), and reporting. The NPO will work in close collaboration with the Bioethics and Ethics of Science section in the SHS Sector as well as other relevant sectors including the Education Programme Sector and the Digital Content Unit, and other various stakeholders, including academic institutions, civil society organizations, and the private sector. In particular, the incumbent will: Long Description ---------------- Coordination and implementation of the project: - Lead the project management team and ensure coordination of the Project Steering Committee as well as the Advisory Group for the project, oversee the development and implementation of the MOOC, ensure alignment with the UNESCO Recommendation on the Ethics of AI, and develop, implement, and manage the project's implementation strategy to ensure the timely delivery of project outputs. Curriculum Development: - Oversee the development of the MOOC curriculum, including videos, case studies, and practical resources while coordinating with experts and consultants. Stakeholder Engagement: - Manage stakeholder engagement, including coordination with UNESCO Headquarters and LG AI Research, and foster/manage partnerships with academic institutions, civil society, and the private sector at the global level. Monitoring and Reporting: - Monitor and evaluate project progress, collect data on key indicators, provide quarterly updates to the Project Steering Committee, and draft the annual narrative report and final report for donor submission including lessons learned, and success stories from project implementation. Communication: - Organize, lead, and attend capacity-building workshops and awareness-raising events, develop communication strategies, and enhance the project's visibility. Financial Management: - Lead financial monitoring and manage budgets in coordination with the SHS Project Assistant for administration and procurement-related matters. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Professionalism (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***EDUCATION*** - Advanced university degree (Master’s or equivalent) in governance of artificial intelligence, ethical and social implications of artificial intelligence or digital technologies, law and technology, or in the field of social and human sciences and related disciplines. ***WORK EXPERIENCE*** - Minimum 2 (two) years of progressively responsible experience in programme management (technical and financial), including implementation, coordination, monitoring and evaluation, reporting, and budget management. - Experience liaising and collaborating with stakeholders. - Experience using web-based information management systems. ***SKILLS AND COMPETENCIES*** - Proven organizational and coordination skills, ability to take initiative, establish priorities, monitor own work plans, budget and report on actions and projects. - Strong project management skills. - Good interpersonal and communication skills; ability to deal efficiently with partners at different levels. - Ability to work effectively in a multicultural team environment. - Capacity to adapt and adjust work schedules and perform diligently under pressure. - Excellent knowledge management with an understanding of emerging communication and information technologies and their potential uses. ***LANGUAGE*** - Excellent knowledge of English. **DESIRABLE QUALIFICATIONS** ---------------------------- ***WORK EXPERIENCE*** - Experience managing projects on developing open educational resources. - Experience managing projects on the ethical, legal, social and governance issues of artificial intelligence and related digital technologies or related areas. - Work experience at the international level. - Experience in UNESCO’s Programmes and/or normative tools in the field of Social and Human Sciences. - Experience with the United Nations System, multilateral settings/cooperation and development. - Experience with inter-agency mechanisms of the United Nations System. ***SKILLS AND COMPETENCIES*** - Knowledge of cross-cutting principles such as Gender, Human Rights-based approaches to development, Conflict Sensitivity and Do-No-Harm approaches and disability inclusion. - Experience in leading teams effectively. - Familiarity with the United Nations system and its coordination mechanism is an advantage. ***LANGUAGE*** - Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian, Spanish). **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. The approximate annual starting salary for this post is 3 008 136 INR.
