How can you make a difference?

The objective of the Education Sector Coordinator (ESC) is to ensure a timely, coherent, and effective education response by mobilizing stakeholders to respond strategically to the ongoing humanitarian crisis in Syria. The ESC is co-led by the Ministry of Education and UNICEF at the central and decentralized levels (6 Field Offices).

The key objective of the ESC is to support the Ministry of Education in ensuring children's right to access education, recreation, and related activities while keeping education system recovery in mind.

On behalf of UNICEF, the Country Lead Agency for education coordination, and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, adequate, coherent, and effective education in emergency response by members of the Education Sector. at the central and decentralized levels (6 Field Offices).

Key functions, accountabilities, and related duties/tasks

Some of the key duties and responsibilities include, but are not limited to:

  1. Programme Planning, Development and Management:
    • Monitor the performance of the core coordination functions
    • Establish and maintain an appropriate humanitarian coordination mechanism in line with the Core Humanitarian Standards (CHSs).
    • Strengthen pre-existing sectoral coordination through increased predictability and accountability, including the setting up of the Strategic Advisory Group (SAG) group t to support the coordination among the different actors further
    • In the framework of the Whole of Syria (WoS) approach, the Education Sector Coordinator relates with other hubs.
    • Regularly in contact with Field Offices, providing guidance, coordination, and required support.
  2. Communication, Collaboration, Networking, and Partnership:
    • Build complementarity of partner actions: avoiding duplication and gaps.
    • Interact with other sector working groups (including through inter-sectoral coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners.
  3. Resource Mobilization:
    • Ensure adequate resources are mobilized and equitably allocated for the effective functioning of the ESC and its response.
  4. Sectoral Work Plan Development, Implementation, and Monitoring:
    • Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDs, Covid, cholera, climate change, and digital learning.
    • Maintain flexibility within the ESC to respond to changes in the operating environment, evolving requirements, capacities, and participation, including support to digital learning.
  5. Knowledge Management:
    • Effectively use and transfer information to, from and between ESC members and other stakeholders.
    • Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms (complaint boxes).

Coordination performance will be assessed and reported against the following core coordination functions:

  • Supporting service delivery
  • Informing strategic decision-making of the Humanitarian Coordinator – Resident Coordinator/ Humanitarian Country Team for the humanitarian response
  • Planning and strategy development, including annual workplan, JENA exercise, CCPM, HNO/HRP and any other relevant programmatic document
  • Advocacy
  • Monitoring and reporting the implementation of the ESC strategy and results; recommending corrective action where necessary
  • Contingency planning/preparedness/capacity building in situations where there is a high risk of recurring or significant new disaster and where sufficient capacity exists within the ESC

To qualify as an advocate for every child you will have…

  • Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or Social Sciences fields relevant to international development and education emergency assistance.
  • A minimum of eight years of professional experience in fields relevant to Education in Emergencies programmes, at the national and international levels is required.
  • Experience working in the UN or other international development organization an asset.
  • Demonstrated professional technical expertise in education in emergencies, early recovery, and post-crisis transition. In-depth understanding of the INEE Minimum Standards for Education: Preparedness, Response, Recovery
  • Language: Fluency in English is required. knowledge of Arabic is highly desirable. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.

Contract Duration: Two years, Fixed term Appointment.
