How can you make a difference?

The Local Security Associate reports to the Staff Security Specialist P-4 for supervision. The Security Associate provides technical, operational, and administrative assistance to the Supervisor in support of their role as it relates to ensuring the safety and security of personnel and their eligible family members as well as safeguarding UNICEF premises, assets, and resources at the duty station. In carrying out the below duties, the incumbent is expected to follow instructions precisely and strictly comply with supervisor’s instructions and UN Security-related policies, rules, and procedures.

MAIN DUTIES/RESPONSIBILITIES:

  1. Provide a comprehensive review of countrywide security situation on a daily basis through local media and other open media sources, advise Field Security Advisor on trends and/or incidents with early warning value that could affect UNICEF personnel, assets, and operations.
  2. Provide support to the Field Security Advisor in investigations, in-depth incident reports and security risk assessments countrywide or individually as requested; share UNICEF staff significant incident reports (SIR) with UNICEF OPSCEN and the Regional Security Advisor.
  3. Conduct field trips to support sub-offices or UNICEF field missions at short notice whenever Field Security Advisor requests.
  4. Maintain UNICEF Warden System up-to-date, including updating lists for staff and eligible dependents. Ensure that fire safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to a safe haven are updated and efficiently implemented, and resolve problems related to relocation/evacuation.
  5. Maintain Minimum Operational Security Standards (MOSS) for equipment; assist in developing and implementing MOSS and ensuring that all UNICEF offices comply.
  6. Carry out security evaluations and provide advice on security measures for the residences of UNICEF staff to ensure full implementation of Minimum Operational Residential Security Standards (MORSS) as requested by the Field Security Advisor.
  7. Act as the direct focal point for security guards in the area assigned; support security guards in solving problems, report any incidents to Field Security Advisor; authorize a change of shifts, and verify attendances and/or absences of security guards.
  8. Keep track of all visiting UNICEF staff to the country and register UNICEF staff movements in Syria; map UNICEF offices, sub-offices, operations and staff residents using Google Earth and Google mapping.
  9. Be on call 24/7 to provide security & safety support to Field Security Advisor, UNICEF personnel, and dependents when required. Assist field staff in their security clearance requests through UNDSS Syria.
  10. Conduct Security training courses for UNICEF personnel, security guards, and others as appropriate; provide security briefing for new staff members.
  11. Evaluate, develop and recommend procedures. Participate in discussions on new/revised procedures by the Security Management Team (SMT); Interpret and assess the impact of changes and make recommendations on follow-up actions.
  12. Maintain close liaison with all Security focal points in the country and maintenance of communication links with UNDSS staff and the Inter-agency Radio Room. Ensure that the appropriate level of confidentiality is maintained about UNICEF security matters. Be on call 24/7 to provide security & safety support to Field Security Advisor, UNICEF personnel, and dependents when required.
  13. Perform any other related duties assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, supplemented by relevant technical courses and/or university courses in a relevant discipline.
  • A minimum of 6 years of progressively responsible experience in a security-related environment, including but not limited to admin/operations-related experience, is required.
  • Fluency in English and the local working language of the duty station. Working knowledge of one language of the Organization (Chinese, French, Russian or Spanish) is an asset.
