The consultant will contribute on the improvement of UNICEF’s EiE interventions, including child protection strategy and psychosocial support for adolescents, through the systematization of good-practices and draft of proposals for the conversion of valid models into public policies. Since 2017, thousands of Venezuelan refugees and migrants have entered Brazil. It is estimated that 34% of the entire Venezuelan refugee and migrant population is under the age of 18, and a significant part are indigenous people - mainly Waraos, E'ñepas and Pemons. At Roraima, the main gateway for the migratory flow, the public networks are pressured and the availability and quality of services offered has been directly impacted. The local Education public systems have been facing a significant higher demand on services and school ‘slots with the noticeable increased influx of refugee and migrants in the past 6 months. Within the coordinated Humanitarian response, UN and Brazilian authorities provide emergency assistance to the population on the move, to ensure access to essential services and resources and address the urgent needs of those in situations of vulnerability. Súper Panas is a strategy implemented by UNICEF and partners that provide education, child protection and psychosocial support services to Venezuelan children and adolescents. The Super Panas are currently implemented at 18 Child Safe Spaces in shelters and triage posts, in Pacaraima and Boa Vista. Firm to its commitment to ensure a non-formal education offer that helps Venezuelan children and adolescents in their transition to the Brazilian education system, UNICEF supports formal education services within local schools of Boa Vista and Pacaraima, the Súper Panas in schools. Lastly, since 2022, a pilot experience in Pacaraima in direct coordination with the Education Secretary, fosters a dedicated classroom for indigenous children. The innovative experience, carried out in the Raimundo Nonato school, is aligned with the Municipal Secretary’s goal to develop a more inclusive learning environment, including bilingual classes and schools. The formal education part of the Super Panas strategy is implemented along local schools’ regular activities, with a series of integrative activities are proposed aiming at strengthening the bonds of these children and adolescents with the school community, offering a more meaningful learning environment. The action is carried out on three fronts, as follows: 1. support to the teaching staff for pedagogical planning, training on children and adolescent protection issues and communication for social and behavioral change; 2. individualized psychosocial and pedagogical support for refugee and migrant students and families at higher risk of school failure/evasion; 3. collective activities of psychosocial support, integration and communication for social and behavioral change among Brazilian and Venezuelan students. So, this consultancy is confluence between Education and Child Protection’ integrated response for the migratory humanitarian crisis, in the state of Roraima. The goal is to assess the services and strategies to secure rights, with focus on the Education in Emergencies’ interventions, to evaluate the pilot experiences and draft proposals for their replication in emergency contexts.

How can you make a difference?

This consultancy purpose is to have an assessment of the Super Panas in Schools experiences and implemented activities, comprising sufficient information and documentation, including the experience of the dedicated indigenous classroom; the elaboration of guiding tools for the improvement and/or replication of the experiences in other schools and/or emergency contexts, including its conversion into public policies; and the elaboration of guidelines for training courses for local education professionals who work with the emergency context. For the assessment, the consultant is expected to review documents, conduct consultations with Super Panas’ workers, teachers, families, children, adolescents, and other key actors. Based on the initial consultations and assessment, the Consultant is expected to report the findings and elaborate proposals should serve as guidelines for the management of pedagogically stimulating educational and child protection related activities and in line with the Common National Curricular Base (BNCC), UNICEF guidelines, the UN ethical principles and universal human rights, mainly expressed in the Brazilian ECA (Child and Adolescent Statute), the UN Convention on the Rights of the Child and the UN Core Commitments for Children in Humanitarian Action (CCCs). It should also consider the Accountability to Affected Population (AAP), ensuring that the content is driven by needs and interests of the targeted audience and guarantee that the development and improvement of the strategies are made for and with adolescents in terms of mobilization and empowerment. The methodological proposed tools should comprise information on implementing steps, available resources, involved parties, materials, training necessities, lessons learned and other relevant aspects. They should technically support the understanding and implementation of similar strategies and activities, including multicultural approaches and bilingual courses in public schools, with the corresponding recommendations for the methodology conversion into public policy.

Assignment 2 - Collect feedback on the relevance and appropriateness of the dedicated Indigenous Classroom in Raimundo Nonato School in Pacaraima – including its context within the Public Civil Action, by MPU and the corresponding State Action Plan – identifying relevant documents, contents and involved parties.

Assignment 3 - Based on previous experiences at the EiE context and on key partners demands and needs, define contents, and prepare the guidelines of training courses for local education professionals from Roraima State and Municipal (Boa Vista and Pacaraima) school networks, in coordination with the UNDIME, Education Secretaries, UFRR and other relevant stakeholders.

1 Proposal for Teacher Training Courses, with contents that comprise the legality and importance of multicultural education, directions for the proper inclusion of refugees and migrants into the school environment, as well as didactic suggestions for welcoming students and turning difficulties into educational tools that can enrich the cultural spectrum.

MINIMUM QUALIFICATIONS REQUIRED

Education, social sciences, law, psychology, social communication or related fields

Professional experience in working with humanitarian response programmes of at least 1 (one) year. Professional experience in working with education and/or child protection of at least 1 (one) year. Good knowledge of state and municipal governments and civil society organizations. Experience in working among indigenous population is an asset. Experience in working with adolescents. Ability to work with others in a team environment. Ability to conduct work in groups and at institutional level. Affinity with UNICEF working methods.

Language Proficiency:

English - Basic Spanish - Intermediate Portuguese - Fluent

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
