Since 2017, thousands of Venezuelan refugees and migrants have entered Brazil. At Roraima, the main gateway for the migratory flow, the public networks are pressured and the availability and quality of services offered has been directly impacted.

With the aim of transforming interventions into permanent public policies, which account the reception, integration into the Brazilian school system and the significant learning of Venezuelan children and adolescents/migrants and/or refugees enrolled in public education networks in Roraima. The objective of this consultancy is to coordinate, through UNICEF, a pilot experience of this public policy together with the departments that will subsequently adopt it, during the months of the proposed consultancy, will support the municipal education department of all 15 municipalities of Roraima and the state education department. In partnership, they will develop a series of integrative activities to strengthen the links between these children and adolescents and the school community of which they are now members, fostering an environment of well-being and meaningful learning, using successful examples that will be applied in full by the education networks.

SCOPE OF WORK:

The objective of this consultancy is systematization of the experiences and activities implemented by Super Panas in Schools (or another name proposed for the project in agreement in the local government) through a partnership with municipalities education department, strengthening the capacities of municipal schools to implement educational methodologies that take into account local multiculturalism, recomposition of learning in portuguese language , containing sufficient information and documentation, Contribute to the development of guiding instruments for the improvement and/or replication of experiences in other schools and/or emergency contexts, including their conversion into public policies; and the development of guidelines for training courses for local education professionals who work in the emergency context.

Promote ongoing training for the local education network, through planning with local governments and mobilization of the education network.

Based on the initial consultations and assessment, the Consultant is expected to report the findings and elaborate proposals should serve as guidelines for the management of pedagogically stimulating educational and child protection related activities and in line with the Common National Curricular Base (BNCC), UNICEF guidelines, the UN ethical principles and universal human rights, mainly expressed in the Brazilian ECA (Child and Adolescent Statute), the UN Convention on the Rights of the Child and the UN Core Commitments for Children in Humanitarian Action (CCCs). It should also consider the Accountability to Affected Population (AAP), ensuring that the content is driven by needs and interests of the targeted audience and guarantee that the development and improvement of the strategies are made for and with adolescents in terms of mobilization and empowerment.

The methodological proposed tools should comprise information on implementing steps, available resources, involved parties, materials, training necessities, lessons learned and other relevant aspects. They should technically support the understanding and implementation of similar strategies and activities, including multicultural approaches and bilingual courses in public schools, with the corresponding recommendations for the methodology conversion into public policy.

DELIVERABLES

1. Work Assignment overview Assignment 1 - Conducting up to 6 workshops with school teachers from de municipal education department in Boa Vista on education in the context of refuge and migration.

1.1. Deliverables/Outputs 1: reports with information on the workshops meetings that took place.

1.2. Deadline: 90 days from the contract start date

1.3. Estimate Budget: 25%

2. Work Assignment overview 2 - Conducting up to 3 workshops with the UNICEF seal mobilizers of the 15 municipalities in the state of Roraima.

2.1. Deliverables/Outputs: 1 reports with information on the training meetings that took place as well as on any significant reorientation of our strategy

2.2. Deadline: 120 days from the contract start date

2.3. Estimate Budget:25%

3. Work Assignment overview 3 - Elaborate and support the State Training Center for Education Professionals of Roraima (CEFORR), on the implementation of an annual training event that takes into account, in its first year (2024), an education that protects, welcomes and promotes meaningful learning, in the Roraima migratory context, and as part of the working group formed by UNICEF and CEFORR planned activities.

3.1. Deliverables/Outputs: 1 report containing information about the training event in January 2024, numbers, schedule and other relevant data, as well as the commitments made by CEFORR regarding the repetition of the event in the coming years.

3.2. Deadline: 30 days from the contract start date

4. Work Assignment overview 4 - Elaborate a proposal and support the implementation with the municipal education department to draw up a public policy for welcoming and integrating Venezuelan students into Brazilian schools pedagogical practices whose methodology is peer learning, based on the systematization of the experience of the Súper Panas nas Escolas strategy in ten schools in Boa Vista (RR) (municipal network).

4.1. Deliverables/Outputs: 1 Development of a report on methodologies for writing and reading in the migratory context of Roraima, which will be used as a basis for public policy

4.2. Deadline: 150 days from the contract start date

DURATION OF CONTRACT:

6 Months

MINIMUM QUALIFICATIONS REQUIREMENT

  • Professional experience in working with humanitarian response programmes of at least 2 (two) year.
  • Professional experience in working with education and/or child protection of at least 2 (two) year.
  • Good knowledge of state and municipal governments and civil society organizations.
  • Experience in working among indigenous population is an asset.
  • Experience in working with adolescents.
  • Ability to work with others in a team environment.
  • Ability to conduct work in groups and at institutional level.
  • Affinity with UNICEF working methods.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

LANGUAGE PROFICIENCY

Fluency in Portuguese is required. Knowledge of English and Spanish is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
