Job Description

The mission of the Duty of Care team is to ensure the psychosocial wellbeing, physical health and safety through support services, education and training across the employee life cycle, as well as offering contextualized, holistic and person-centered primary, secondary, and tertiary interventions, with the aim of increasing individual resilience. The DoC mission also centers on providing expert guidance to IRC leaders and managers to ensure that best practices are utilized to support employees and their families.

Under the supervision of the DOC Director, the Regional DOC Advisor will (1) support in the implementation of global IRC Duty of Care policy and framework, (2) lead the identification, development and delivery of staff care services and emergency interventions in the areas of self-care, resilience, stress management and psychological trauma response for IRC staff, (3) equip senior management teams (SMTs) and supervisors with guidance, tools, resources and training to support staff resilience and productivity, (4) create a regional network and inventory of vetted staff care resources. This work will be completed in close collaboration with Country Directors, HR Leads, and regional and country program SMTs.

Responsibilities:

1. Partner with offices in region to ensure proactive planning for DOC and related activities:

• Meet regularly with HR Leaders (and sometimes CD/ED) to discuss office level staff

wellbeing and staff health needs, which feeds into an office level DOC plan led by the

Regional DOC Advisor

• Develop and support delivery of special events and activities in the region (Ex: Health

Fairs, Team Building sessions for retreats, etc.)

• Partner with office to develop and implement a DoC country plan (office owns execution)

• Support offices to implement “Standards and Guidelines for IRC Workplace and Living

Quarters” and other site level health and safety standards.

2. Ensure staff understand basic DOC services, educational resources, and concepts:

• Deliver the “Intro to DOC” training to new staff on a rotating basis

• Promote staff wellbeing and staff health content through a wide variety of creative

methods Ex: Attending staff meetings to present, planning sessions for retreats, creating

posters and materials, etc.

• Deliver standard DOC trainings on a routine basis for staff in the region and by request

• Coordinate group trainings (as requested) for staff in the region to be delivered by a

Konterra trainer.

• Partner with translation vendors to expand library of DOC materials in non-official IRC

languages

• Ensure excellent knowledge management for DOC products across languages

• Travel to field sites to deliver training and engage with staff on their needs

• Support the health and wellbeing goals of Employee Resource Groups through

training and activity support

3. Provide reactive support to site level leaders and HR in response to threats to staff health and wellbeing:

• Partner with CDs/EDs, S&S, and HR Leaders after critical incidents to support their

development of comprehensive support plans for affected staff, managers, and families

• Respond and spearhead the response to critical incidents of mild and moderate impact to staff (always) and no immediate impact (at the discretion of advisor) **

• Immediately escalate all High Impact Critical Incidents to DoC Director with copy to DoC

Coordinator. Support DoC Director in participating in the Critical Incident Management

Team, Family Officer Liaison (when appropriate) and/or other stakeholders involved in

incident.

• After a critical incident has been flagged (regardless of severity), email the CD and HR

leaders (country and regional) with resources for supporting managers and staff, as well as

critical incident after care.

• Facilitate requests for group grief / group critical incident processing sessions made by

site level leaders with Konterra.

4. Orient and support local and regional leadership in interpreting IRC policies and

guidance related to infectious disease exposures, outbreak, and natural disasters:

• Support offices to successfully manage risks related to COVID-19 in their workplaces

according to organizational models and policies

Linkage to care through direct staff engagement:

• Meet reactively with employees who wish to have support with staff health or staff

wellbeing matter and provide expert orientation to the ways in which IRC services,

benefits, resources can assist them

• Hold regular virtual office hours so staff across the region can have drop in visits to

discuss their concerns.

5. Expand Counseling network and training content development:

• In partnership with Konterra, identify local counselors for potential inclusion into the

Konterra network and share their info for vetting

• Develop DOC policy, guidance notes, and training materials

• As a participant in the DoC working groups collaboratively develop policy, guidance notes, and training materials on emerging DOC topics

6. Communication:

• Develop communication materials (newsletters, pamphlets etc.) to regularly distribute to region including information regarding scheduled training, webinars, health fairs, site visits, and/or drop-in office hours.

• Create blog posts or short articles to be posted on the Rescue Net Duty of Care Website or if appropriate in the Staff Health section.

7. Team Collaboration:

• Attend the biweekly or monthly DoC global meeting.

• Attend all staff Global HR and P&C meetings.

• Attend HR Regional meetings (at discretion of HR regional leaders)

8. Collaborate with other People & Culture and Organizational partners on shared objectives (Ex: GEDI, Safeguarding, S&S, HR Fundamentals, Learning & Development, etc.)

Internal Contacts: Country Program Team: Primary - HR Leads and CDs. Also, Senior Management Teams and relevant program staff

Regional Team, especially Regional Vice President, Safety & Security Advisor, Gender Equality Advisor, Talent Acquisition Coordinator, etc.

HQ Team and, Global HR

External Contacts: INGO counterparts; relevant health and well-being colleagues, associations, and networks

Job Requirements:

• Bachelor’s degree in psychosocial health, public health, self-care, psychology, Human Resources or Organizational Psychology.

• Experience working in international development or humanitarian organizations. Significant leadership experience health programs or Human Resources.

• Experience in emergency or humanitarian relief, community development in difficult circumstances, trauma, human resources, occupational mental health, or psychosocial support, preferably in the Middle East and North Africa region

• Strong training, presentation, and facilitation skills

• Excellent writing, policy development and communication skills

• Formal training or working knowledge in Critical Incident Stress Management (CISM)

• Ability to work in a high-stress, rapidly changing environment with professional grace and a positive approach.

• Ability to work both independently and in a dynamic, cross-functional team structure.

• Demonstrated consultative leadership style and problem-solving approach that promotes social support, flexibility, and team cohesion.

• Ability to develop a scalable strategy and apply creative and innovative techniques to address staff care needs in a remote management and emergency context.

• Excellent listening skills

• Fluency in English/Arabic/Spanish/French

• Ability to build trust, operate with highest standards of integrity and be inspired by IRC’s humanitarian mission.
