Duties and Responsibilities BACKGROUND OF THE ASSIGNMENT

The Office of the High Commissioner for Human Rights (UN Human Rights) is the leading UN entity on human rights. We represent the world's commitment to the promotion and protection of the full range of human rights and freedoms set out in the Universal Declaration of Human Rights. The OHCHR Indigenous Peoples and Minorities Section (IPMS) works to advance the protection and empowerment of indigenous peoples and minorities with a view to ensuring the full realization of all human rights. The work of IPMS includes coordination of the UN Network on Racial Discrimination and Protection of Minorities (the “Network”).

IPMS seeks an international consultant to undertake a series of discrete tasks as set out below (1) in support of the UN Network on Racial Discrimination and Protection of Minorities Times of Crisis Pillar Work Plan; (2) to support processes for the support of UN Country Teams seeking to tackle racial discrimination and strengthen protection of minorities; (3) to advance the Network’s promotion of good practices; (4) to advance IPMS’s programmatic support for the voice of minority artists.

WORK CONTEXT

The Document Support, Intersectionality and Outreach Consultant (Consultant) works under the direct supervision of Human Rights Officer (P4), in close collaboration with the Minority Inclusion and Convening Support Consultant. Together, (1) the Human Rights Officer (P4) and (2) the Document Support, Intersectionality and Outreach Consultant; and (3) the Minority Inclusion and Convening Support Consultant constitute the comprehensive task implementation team. The Consultant also works in consultation with other OHCHR IPMS and other OHCHR or UN personnel as directed.

In the above-mentioned work context, the incumbent performs the following tasks:

- Undertakes research and related support for baseline document concerning the UN system as concerns peace, security and prevention and support for addressing racial discrimination and strengthening protection of minorities;

- Compiles, edits and undertakes further research toward UN Network good practices document;

- Supports processes related to Minority Art Contest (Statelessness) including through research, dissemination and the organisation of meetings;

- Supports joint work with OHCHR partners on minority artists, voice and dissent, including June 2022 event on minorities and dance;

- Furthers IPMS efforts to strengthen intersectional approaches to its work and in the UN Network;

- Supports placement and organisation of materials on the OHCHR UN Network on Racial Discrimination and Protection of Minorities internet web page;

- Supports the organisation of 10 December event focusing on Times of Crisis Pillar document consultation/presentation;

- Supports consultation and outreach to minority communities and minority human rights in areas of relevance to the assignment;

- Assists thematic action related to minority rights and memorialization, in particular as concerns IPMS Roma-focussed work;

- Undertakes any other assignment as deemed necessary within the specific themes of the assignment.

Qualifications/special skills Academic Qualifications : Advanced university degree (Masters equivalent) in Human Rights, Political Sciences, International Relations, International Law, or other relevant field. Experience : A minimum of three years of experience in the field of research and administration of academic projects are required. A minimum of one year of specific professional experience in the field of international human rights norms and mechanisms is required. A good understanding of international human rights law as concerns minorities and racial discrimination, demonstrated drafting ability and understanding of issues affecting minorities and minority communities are highly desirable. A good understanding of intersectionality theory and practice are highly desirable. Experience in convening and communicating in culturally and politically complex contexts are an asset. Language : Fluency in oral and written English is required. Knowledge of one or more UN languages or languages of minority communities is an asset.
