Context

The International Committee of the Red Cross (ICRC) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

The Department of Mobilization, Movement, and Partnerships (MMP) drives ICRC’s interactions and partnerships with the Red Cross/Red Crescent Movement and other partners, government donors, the private sector, and the public. It mobilizes the necessary political and financial support required for the ICRC to deliver on its institutional strategic objectives.

The Resource Mobilization Division (REM) is the Division of the MMP Department that manages the institutional relationship between ICRC and its various donors. The ICRC Resource Mobilization Strategy 2020 – 2030 was validated in December 2020, and the budget to launch the related transformation program was approved in March 2021. It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

The position will be part of the Resource Mobilization division. it will be initially set for a 12-month project with an option to extend the project with a wider department scope based on results and needs. Work from home is integrated within ICRC culture.

Purpose

This position is key for driving one of ICRC's HR priorities for Resource Mobilization: providing a clear path for career growth and development. It aims to support the definition of REM strategic HR positioning and develop the appropriate career architecture, career paths and competency framework. Additionally, the role will also drive REM people managers development so they may sustain staff development themself.

Relationships

The Career Development Specialist will report operationally to the REM Head of Support and functionally to the MMP Human Resources Business Partner. The Career Development Specialist will work closely with the REM business transformation team. Additionally, The Career Development Specialist may collaborate closely with PAC Centre of Expertise, Talent Manager and Learning & Development Manager.

The Career Development Specialist will be an active member of the extended «People for MMP community» encountering all professionals dedicated to people-related work streams for the MMP Department. This includes, general HR Management, Talent Attraction and Acquisition, Talent Management, Learning and Development, the MMP Operating Manager and any MMP professional working on People thematic on an ad hoc basis.

Main duties & responsibilities

Delivering the Career Architecture • Delivering a thorough career movement analysis both quantitatively and qualitatively so to inform REM on actual career imports and exports trends. • Defining the strategic and operational needs for the REM workforce from short to long term. • Supporting the HRBP in defining REM strategic HR positioning in the sense of ideal talent diversity, workforce mix, imports and exports so to support REM strategic ambition to shift the ICRC toward a fundraising organization culture. • Delivering REM job architecture, career paths and competency framework to support the strategic positioning in collaboration with PAC Centre of Expertise.

Leading Management Development: • Selecting, adapting, or developing the right people management tools for REM Managers within PAC ecosystem • Developing REM Managers for them to become fully equipped hiring and people managers. • Coaching REM Managers in accompanying staff individual development plans

Others:

• We naturally anticipate some colleagues may reach out directly to the Career Development Manager for personal advice.

• Also, we support ad hoc direct service, we expect the Career Development Manager to focus its work on leveraging Line Managers rather than direct delivery.

Profile, Education and Experience Required

• A minimum of a bachelor’s degree or equivalent in a relevant discipline such as human resources, social sciences, business administration, data analytics or market analytics. A Master’s Degree or MBA would be an advantage. • A minimum of 6 years of general professional working experience • Fluent command of English and at least one other globally spoken language. Capabilities in French would be an advantage. • At least one specific professional experience in designing career paths, career tools or management development. • At least one specific experience in relationship and stakeholder management. Experience working with executives would be an advantage. • At least one specific experience working internationally. Experiences working abroad will be an advantage.
