The M&E Specialist will provide direct and technical support to PQ Team. The role will support team members in developing project-related tasks such as log frames, results frameworks, M&E Plans, ITTs, and other similar project assets in collaboration with the PQ Team Lead. This position will be responsible to:

  • Ensure data integrity by ensuring that data collection is high quality and meets donor standards.
  • Create and maintain a monitoring management system and make needful changes based on the selected indicators and processes.
  • Coordinate the delivery of baselines, evaluations, and assessments with external consultants, internal project teams, and other stakeholders

The purpose of the M&E Specialist is to:

  • Provide technical support to WVSI through quality and timely Design, Monitoring & Evaluation (DME) processes in order to ensure accountability, effectiveness, efficiency and learning during the life of programs and projects.
  • Ensure that DME coordinators provide WVSI leadership with reliable and accurate information to enable informed decision-making and to implement strategic initiatives.
  • Ensure that the PQ Team supports grant acquisition and management by providing accurate and timely data.
  • Supervise WVSI’s community accountability system to ensure that the voices of community members influence WVSI’s programming approaches, and any concerns are brought to the attention of senior leadership.
  • Maintain a robust knowledge management system that is easily accessible by the organization.
  • Provide technical leadership to DME Officers to build staff capacity through on-the-job training.

MAJOR RESPONSIBILITIES:

- Provide technical support to WVSI through quality and timely Design, Monitoring & Evaluation (DME) processes:

  • Ensure technical quality of Assessments and Designs (A&D), oversee the processes for developing methodologies and tools for data collection, & ensure their alignment with LEAP and donor standards
  • Support the Program Quality, Resource Development and External Engagement Manager to ensure that questions from Regional Office (RO) and Support Office (SO) are responded to, and suggestions for improvement or clarity are incorporated into final A&D documents.
  • Develop a WVSI baseline measurement framework, including the tools & methodology. Provide technical expertise to ensure that grant project baselines are completed in a quality manner by consultants or DME team within first 90 days of a new project
  • Ensure a uniform monitoring system is in place and used by all WVSI staff
  • Ensure WVSI, national and field operations monitoring systems are functioning through the development/use of: (1) data gathering tools for routine data collection; (2) regulations on data collection and documentation of activities; (3) reporting chain and clarifying reporting requirements; (4) program management information system for knowledge management; (5) clearly defined roles of NO, field teams in program/project monitoring
  • Ensure data for program/project reports are of good quality and aligned with guidelines across WVSI national Offices.
  • Ensure appropriate, timely assistance & guidance is provided to grants on (1) development and finalization of Evaluation Terms of Reference -ToR; (2) identification of evaluation team leader/consultant and establishment of evaluation team; and (3) development and finalization of evaluation reports.
  • Ensure evaluation designs are realistic/feasible - within the budget allocated for the exercise and comply with requirements across WVSI.
  • Lead sharing of assessment, monitoring, and evaluation findings with internal and external stakeholders

- Provide WVSI leadership with reliable and accurate information to enable informed decision-making and to implement strategic initiatives:

  • Support the Senior Management Team (SMT) members on relevant issues. Provide recommendations/input on management-related issues that need the leadership’s attention.
  • Together with PQ Manager, support development of national strategy, annual business plan, partnership strategic measures, child participation in decision-making, and other WVI reporting metrics.

- DME team support grant acquisition and management:

  • Support GAM team with relevant assessment data for new grant opportunities
  • Support the GAM Manager in developing key grant proposal documents, such as ITT and M&E Plans
  • Ensure a database of critical sector information is in place to use for grant concept notes and proposals
  • Supply M&E information for grant reports
  • Ensure learning from assessments, monitoring, lessons learned workshops, and evaluations inform grant designs.

Supervise WVSI’s community accountability system:

  • Ensure a community accountability system is in place the meets donor and WVI standards
  • Regular training of WVSI staff on the accountability system
  • Ensure monitoring and stress testing of the accountability system
  • Summarize findings on accountability system and send the regular report to SMT

- Maintain a robust knowledge management and learning system:

  • Ensure APs reflect on assessment, design and evaluation findings after they have shared this information with communities, local authorities and other partners, and jointly draw conclusions/actions plans on future steps.
  • Ensure drawing lessons learned and documentation occurs at the end of each DME process and for the institutional memory of the organization and across WVSI.
  • Ensure that national-level reflection of evaluation and monitoring findings are used to inform strategic objectives across WVSI.
  • Ensure all project data is stored on MS Teams and is accessible to the responsible entities in WVSI
  • Maintain an accurate system of key project and country information to enable strategic decision making
  • Provide key information for communication collateral, such as the annual country report.

- Provide technical leadership to DME and Knowledge Management Officers:

  • Manage DME teaming of 4-5 staff.
  • Ensure regular performance reviews and coaching is completed for team members
  • Conduct training to support the capacity-building needs of the Evidence and Learning staff as well as NO’s Program team and AP staff on issues related to DME.
  • Be a liaison between the Evidence and Learning team and Programming, Finance, People and Culture (P&C) and General Services depts.
  • Ensure regular and timely information flow in and out of the Evidence and Learning teams and ensure that other departments are informed/consulted/advised/ involved as needed in discussions pertaining DME processes and overall ministry.

REQUIRED KNOWLEDGE/QUALIFICATIONS:

  • 5-10 years field experience in Program design, and development, program monitoring, and evaluation, and capacity building.
  • Previous experience with major donors (DFAT, EU, USAID, UN Agencies, etc.)
  • Required - University Degree in Social field in International development, or related field.
  • Preferred- Master degree in social field in international development or related field.
  • Strong influencing and organizational skills, including a track record of program design in a large complex organization.
  • Good interpersonal skills and ability to build and maintain a strong team ethic between peers in a fast paced, high pressure complex environment.
  • Demonstrated ability to transfer knowledge through informal & formal training.
  • Demonstrated ability in the use of quantitative & qualitative methods including questionnaire design, survey techniques & participatory approaches.
  • Excellent written and oral communication skills in English.
  • Computer proficiency in word processing, Power Point, database, spreadsheet & graphics presentations (one or more of the following: SPSS, FieldTask, KoboTool).
  • Able to work on multifunctional tasks in the pressure of time and organizational changes
  • Understanding of the NGO industry
  • The ability to think strategically and solve problems
