The position is for M&E management activities of the Global Funds grant with WV SI. The grant activities are carried out to support the implementation of the Malaria and TB control activities of the national strategic plans of the MHMS under the overall management of WV SI as the Principal recipient (PR). The grant is funded by the Global Fund to fight HIV/AIDS, TB and Malaria based in Geneva and has a life cycle of every three year and cover the 10 provinces. The position is based in the PMU unit in Central office Honiara.

The purpose of this position is to implement the overall Monitoring and Evaluation strategy and related activities within the Global Fund Malaria and TB control grant based in PMU in Honiara. The post holder in the PMU unit will work closely with the M&E counter parts of the national provincial directorate of health in 10 provinces for malaria and TB data management and reporting under the supervision of M&E manager and the program manager of the unit. In addition, this position is responsible for knowledge management of the GF PMU.

The DME officer will document, assist through coordination, collaborations and guide planning provincial malaria and TB data management and monitoring grant reporting indicators for program areas such as vector control, case management, diagnosis and treatment etc. of both diseases. This will mean assisting provincial and zonal MHMS staff to record and report accurately and in time through use of MHMS and project guidelines and if needed with training sessions.

The DME officer will apply the logical framework approach and other monitoring and evaluation methods and tools (including quantitative, qualitative and participatory) to the GF program in the selected areas. They will be required to facilitate training, lead assessments, evaluations and monitoring planning and problem solve both conceptually and practically to assist staff and communities achieve program and project outcomes.

This position also plays a key role to assist PMU to collect data from area program target communities and to do a meaningful interpretation and assist the project staff and PMU program manager and COP to make informed decisions. In collaboration with the M&E manager and the PM and other DME officer, s/he ensures program data is up to date, accurate, and stored properly in the organization’s knowledge management systems, including Smartsheet's, the Common Drive, and WVI’s Horizon platform.

MAJOR RESPONSIBILITIES:

  • Quality DME technical support for program management
  • DME Capacity Building
  • Monitoring Quality Assurance, including Knowledge Management of portfolio data and evidence
  • Evidence-Building

KNOWLEDGE/QUALIFICATIONS:

  • 2 – 3 yrs of experience in developmental sector and having exposed to research, analysis and documentation
  • SPSS tools/ EPI Info/Kobo or any other similar software
  • DME experience in the fields of communicable disease control Gender, Education/ youth development and/or other related experiences
  • A degree in a field related to project management, Research, Social or Political Science, Development Studies, Gender, Child Protection or similar field.
