The position is for M&E management activities of the Global Funds grant with WV SI. The grant activities are carried out to support the implementation of the Malaria and TB control activities of the national strategic plans of the Ministry of Health and Medical Services (MHMS) under the overall management of WV SI as the Principal recipient (PR). The grant is funded by the Global Fund to fight HIV/AIDS, TB and Malaria based in Geneva and has a life cycle of three year and cover the 10 provinces. The position is based in the Program Management Unit (PMU unit in Central office Honiara.

The Design Monitoring and Evaluation (DME) Manager will lead the functional management of the Design Monitoring and Evaluation Team including management of DME processes, procedures, and team management of the Global Fund Malaria

and TB from Jan 2024 to 2026 in ten provinces in Solomon Island. The role will support team members specially the two M&E officers in the Program Management Unit (PMU). The DME Manager will provide daily/weekly/monthly troubleshooting support on issues as identified by DME officer and also for Provincial Communicable Disease Coordinators (PCDC). The Manager will support the planning and tracking of grant related M&E tasks to ensure cohesive workflow for the grant and regular support to project teams both at the program management unit (PMU) and provincial directorate of health Malaria and TB counterpart staff. Position holder will be responsible to

  • Ensure data integrity by ensuring/monitoring that data collection is high quality and meets donor standards.
  • Create and maintain a monitoring management system and make needful changes based on the selected indicators and processes.
  • Coordinate the delivery of baselines, evaluations, and assessments with external consultants, internal project teams, and other stakeholders.

The purpose of the DME Manager position is to:

  • Lead the Global fund Malaria and TB grant PMU M&E staff to provide technical support to WVSI through quality and timely Design, Monitoring & Evaluation (DME) processes in order to ensure accountability, effectiveness, efficiency and learning during the life of programs and projects.
  • Ensure that DME teams provide GF-PMU and WVSI leadership with reliable and accurate information to enable informed decision-making and to implement strategic initiatives.
  • Supervise GF grant provincial health directorate and community grant implementation accountability system to ensure the appropriate use of funds for program activities at all levels and any concerns are brought to the attention of senior leadership.
  • Maintain a robust knowledge management system that is easily accessible by the organization.
  • Provide technical leadership to DME Officers to build staff capacity through on-the-job training.

MAJOR RESPONSIBILITIES:

  • Provide technical support to WVSI Global fund grant management unit through quality and timely Design, Monitoring & Evaluation (DME) processes.
  • Ensure data for grant reports are of good quality and aligned with guidelines across GF Geneva and WVSI national Offices.
  • Ensure appropriate, timely assistance & guidance is provided to grants on (1) development and finalization of Evaluation Terms of Reference -ToR; (2) identification of evaluation team leader/consultant and establishment of evaluation team; and (3) development and finalization of evaluation reports.
  • Ensure evaluation designs are realistic/feasible - within the budget allocated for the exercise and comply with requirements og the grant.
  • Lead sharing of assessment, monitoring, and evaluation findings with internal and external stakeholders
  • Ensure the major events of Baseline, outcome monitoring and evaluations are completed within the given timeframe.
  • Provides WVSI leadership with reliable and accurate information to enable informed decision-making and to manage work plan activities.
  • Support the PMU members on relevant issues. Provide recommendations/input on management-related issues that need the leadership’s attention.
  • Together with PM make annual business plan, partnership strategic measures, in decision-making, and other WVI reporting metrics.
  • Supervise PMU community accountability system.
  • Ensure a community accountability system is in place the meets donor and WVI standards.
  • Regular training of WVSI staff on the accountability system
  • Ensure monitoring and stress testing of the accountability system.
  • Establish a data management system to manage community complaints and feedback as part of the accountability framework.
  • Summarize findings on accountability system and send the regular report to SLT.
  • Maintain a robust knowledge management and learning system.
  • Ensure regular reports on assessment, design and evaluation findings after they have shared this information with communities, local authorities and other partners, and jointly draw conclusions/actions plans on future steps.
  • Ensure lessons learned and documentation occurs at the end of each DME process and for the institutional memory of the organization and across WVSI.
  • Ensure all project data is stored on MS Teams and is accessible to the responsible entities in WVSI.
  • Provide key information for communication collateral, such as the annual country report.
  • Conduct simple data analysis, present and disseminate evidence for making​.
  • Provide technical leadership to DME officers and PCDC at provinces.
  • Manage DME team consisting of 2 officers at central and assist 7 provincial staff of PCDC.
  • Ensure regular performance reviews and coaching is completed for team members.
  • Conduct training to support the capacity-building needs of the M&E team of the grant.
  • Be a liaison between Programming, Finance, People and Culture (P&C) and General Services depts and ensure regular and timely information flow.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

  • 5-10 years field experience in Program design, and development, program monitoring, and evaluation, and capacity building.
  • Previous experience with major donors (DFAT, EU, USAID, UN Agencies, etc.).
  • Required - University Degree in Social field in international development, or related field.
  • Preferred- master's degree in social field in international development or related field.
  • Proven management and leadership ability
  • Proven experience as a team player
  • Demonstrated collaboration skills.
  • Strong influencing and organizational skills, including a track record of program design in a large complex organization.
  • Good interpersonal skills and ability to build and maintain a strong team ethic between peers in a fast paced, high pressure complex environment.
  • Demonstrated ability to transfer knowledge through informal & formal training.
  • Demonstrated ability in the use of quantitative & qualitative methods including questionnaire design, survey techniques & participatory approaches.
  • Excellent written and oral communication skills in English.
  • Computer proficiency in word processing, Power Point, database, spreadsheet & graphics presentations (one or more of the following: SPSS, FieldTask, KoboTool, PBI NVIVO).
  • Able to work on multifunctional tasks in the pressure of time and organizational changes.
  • Understanding of the Global Fund and NGO industry
  • The ability to think strategically and solve problems.
