Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Tunisia, UN Women is currently focusing on four Impact Areas:

1. Women lead, participate in and benefit equally from governance systems;

2. Women have income security, decent work, and economic autonomy;

3. Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action;

4. A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented.

Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. In addition to this, the office is working to support the Tunisian Government in its response to the COVID-19 pandemic. The Tunisian Government has responded to the COVID-19 outbreak with several immediate measures. It has implemented an emergency plan by injecting liquidity to ease cash flow pressures on enterprises, funding lines to compensate for lost wages due to technical unemployment, alleviation of financial and tax burdens, and one-off cash transfers to households working in the in-formal sector, who are not covered by any social assistance program and who are vulnerable to shocks. Despite all these efforts, it is often difficult to identify and reach these households and vulnerable groups of society, which are in a precarious situation from the onset and risk to be left behind. It is within this framework that UN Women seeks to ensure the gender-sensitivity of the socio-economic response and stimulus packages in Tunisia by gathering evidence and sharing it with the Tunisian public and authorities. One avenue for this work is a joint program between UNWOMEN, UNDP, UN-HABITAT, and WPF on “Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19 in Tunisia,” where UN Women is responsible for 2 results: 1. Gender-responsive macro-economic policy solutions integrated into the legal normative frame-works and government socio-economic, financial and fiscal measures 2. Support the collection and analysis of sex-and age-disaggregated data in order to accurately identify the differential impact of the outbreak on the population.

UN Women Libya has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the programme is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in the humanitarian consultations and processes. The programme is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

Reporting to the Programme Specialist, the Digital Communications Associate will exercise their responsibilities in close collaboration with the Communications Department, Programme and Operations team, UN Women HQ staff, as well as national and international partners.

Rationale:

Globally, UN Women places emphasis on utilizing communications as an avenue to share its results and impact on the lives of women and girls to its external partners and global audience. Through its Global Strategic Plan and complementing Communications Strategy, UN Women aims to continue increasing its advocacy efforts to promote gender equality and women’s rights through traditional and new platforms, with a specific focus on online media.

The UN Women Tunisia and Libya Cluster office seeks to strengthen its human resources in view to effectively and efficiently leverage digital communications to contribute to the advancement of gender equality in both countries. Communication being a multi-dimensional and integral aspect of it`s interventions, the onboarding of a Digital Communications Associate to complement the Communications Department would enable the organization to tap into new and innovative approaches to increase its visibility, raise the voices of women and girls, reach a wider and diverse audience, as well as integrate and influence wider conversations on gender equality in the region.

Duties and Responsibilities

Under the direct supervision of the Programme Specialist, the Digital Communications Associate will:

Support the implementation and monitoring of the Cluster Office Communications and Advocacy Strategies:

  • Produce multimedia content, including infographics, videos, photos etc. to support Tunisia and Libya advocacy and visibility in the region;
  • Track and monitor digital media and report relevant information to senior staff to inform strategy development and programming;
  • Participate in the conceptualization and implementation of regional/global campaigns and special events, such as the Generation Equality campaign, 16 Days of Activism etc.;
  • Integrate digital communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary.

Provide substantive support to the implementation of the Cluster Office`s social media initiatives:

  • Participate in the development, implementation and evaluation of social media strategies and campaigns;
  • Identify and implement innovative approaches to enhance UN Women`s online engagement;
  • Identify online trends, and key areas of engagement for UN Women to tap into, including new digital platforms and audiences;
  • Consistently develop content to ensure the daily update of the social media accounts in line with corporate social media policies (social media cards, quote cards, short videos, etc.);
  • Ensure the Cluster Office`s webpages remain up to date;
  • Provide regular analytics of UN Women`s social media engagement to inform communication priorities and approaches.

Lead the digital component of UN Women`s editorial portfolio:

  • Conceptualize, research, edit and produce human centric multimedia stories and communication products that are clear, concise, vivid, and convey key messages to target audiences;
  • Participate in the development and dissemination of a quarterly online newsletter highlighting UN Women`s interventions and achievements;
  • Lead the visual packaging of reports, publications, brochures, fact-sheets etc.;
  • Maintain a library/ database of reference materials, photos and digital assets, as necessary;
  • Support the translation of key messages into English, French and Arabic.

Provide substantial digital support to the organization of events, workshops, trainings etc.

  • Coordinate the organization of interactive online events;
  • Provide technical support in ensuring online systems are fully functional;
  • Produce digital assets to strengthen external communications around events (package concept notes, social media invites, gifs, twitter and facebook cards etc.).

Facilitate knowledge management and sharing:

  • Contribute to the identification of best practices and lessons learned; ·
  • Conduct internal trainings and workshops on essential digital communication practices;
  • Assist in the maintenance of national communication contact databases, including media lists.

Other:

  • Perform other tasks as assigned by supervisor;
  • Provide support on special web/digital/media projects undertaken by the Cluster Office.

Required Skills and Experience

Education

  • Advanced Degree (Masters or equivalent) in journalism and communications, sociology, international relations, public affairs, digital marketing, or other related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • A minimum of 2 years of previous working experience in the field of communications, media, digital marketing and other related fields;
  • Advanced understanding of gender equality and human rights is a requirement;
  • Experience in journalism, and human centric communications is required;
  • Proficiency in editing and copywriting, including articles, reports, social media content, press releases is required;
  • Familiarity with the UN Communications rules and procedures would be an asset;
  • Proven competency in generating interactive and innovative web content, basic design and layout skills, and managing social media accounts is a requirement;
  • Ability to use Email Marketing applications (Mailchimp) to generate sign up forms, analytics, manage and update contact lists and mass emailing is an asset;
  • Excellent IT skills and proficiency in using content production software such as the Adobe Suite(Photoshop, InDesign, Illustrator), PiktoChart, Canva, etc. to develop graphics for digital publication is required;
  • Experience in organizing online campaigns, workshops and events is a requirement;

  • Excellent command of English, French and Arabic
