In the longer run, the Multiplier Grant Programme is expected to improve the way in which ICT is used through identifying the core areas of the curriculum that can benefit from digital support and provide the materials and strategies for teachers to use them. Also, the system efficiency will be improved by better data collection and use by officers and administrators, through strengthening the current Education Management Information System (EMIS) and building the data management capacities of relevant staff. In this context, a modality to follow children through the system and so better identify children at risk of falling behind or dropping out of school will be established.

To implement the above-mentioned programme, a Programme Implementation Unit (PIU) will be established to assist MER, therefore UNICEF is seeking for a national officer who will serve as a Finance Officer to coordinate relevant activities.

How can you make a difference?

The Finance Officer will become a member of the PIU and along with other staff members, Project Officer, M&E Officer and Project Assistant will work together as a team to achieve the programme outcomes. The Finance Officer will report directly to the Project Officer.

The incumbent will conduct the financial and procurement implementation of the Multiplier Grant Programme and work with the direct implementers in the MER, Ministry of Finance, LPAs, national and international NGOs, private sector etc. to provide solutions to a wide spectrum of complex financial and procurement issues.

The Finance Officer will report directly to the Project Officer. Quarterly financial reports will be elaborated, approved by the Project Officer, and submitted to the MGPSC and GA for progress review, agreement of adjustments and changes to the next quarter activity plan. All procurement plans and budget will be submitted to the MGPSC and UNICEF for approval. At the annual meetings organized by the MGPSC, a specific financial report on the project progress will be presented and discussed with the invited stakeholders.

The UNICEF Moldova Education Officer (NOB) will regularly communicate with Finance Officer and provide feedback and guidance on his/her performance and all other necessary support to achieve objectives of the position, as well as remain aware of any upcoming issues related to his/her performance and quality of work.

The Finance Officer shall:

a) Fulfill main administrative tasks, but not limited to:

  • Compliance of financial activities, financial recording with GPE and GA financial rules, regulations, policies, and strategies; implementation of effective internal control, proper design and functioning of the procurement management system.

  • Elaboration and implementation of contract strategy including tendering processes and evaluation, officer appraisal, evaluation, and negotiation of offers, management of the contract and officer, legal considerations and payment conditions, risk assessment.

  • Proper planning, expenditure tracking and audit of financial resources in accordance with GPE and GA rules and regulations.

b) Be responsible for all procurement related matters:

  • Timely and proper preparation of procurement plans, establishment of deadlines and monitoring of their implementation in accordance with GPE and GA rules and regulations.
  • Carry out all procurement activities in cooperation with MER departments.

  • Establishment and implementation of proper monitoring system and control of procurement processes including receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts.

  • Elaboration and implementation of an internal control system which will ensure that Purchase Orders (PO) are duly prepared and dispatched.

c) Collaborate with partners and institutions for a successful financial management:

  • Support MER in the preparation of accounts and documents needed by the GA (i.e., in UNICEF format).
  • Be responsible for, coordinate and report on the financial management for the project activities, including assisting and collating financial information and reporting to MER, UNICEF and GPE.

  • Be responsible for organization of training for the operations/projects staff on project budgeting, finance, and procurement; provide advice, mentoring, coaching, and providing on-the-job training for relevant procurement staff in the organizations.

  • Prepare and submit quarterly and annual reports in the required formats for the Multiplier Grant

  • Programme Steering Committee (MGPSC), Local Education Group (LEG) and UNICEF.

  • Assist in preparing TORs and associated documents for other officers, as appropriate.

To qualify as an advocate for every child you will have…

  • A first level university degree in Finance, Business Administration, Economics, Accounting, or equivalent qualifications in a relevant field.
  • A minimum 2 years of relevant professional experience in professional experience in project management, providing financial management advisory services and/or managing staff and operational schemes is required.
  • Proven expertise and knowledge of the UN or similar international organizations/agencies procurement rules and procedures.
  • Proven expertise and knowledge of the national public procurement regulations and procedures.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Knowledge and expertise in education would be an asset. Excellent communication and presentation skills will be an asset.
  • Fluency in Romanian and working knowledge in English is required. Knowledge of another official UN language or a local language is an asset.
