Organizational Setting

According to the State Emergency Service (SES), Ukraine has become the most mined country in the world. Thirty percent - 160,000 square kilometres of Ukraine’s territory – may be contaminated with landmines and unexploded ordnance, presenting an imminent threat to lives and livelihoods. For the over 30,000 smallholder Ukrainian farmers and for local producers, access to land and productive assets is a quintessential means of survival, and they will require humanitarian assistance until their land is demined. Whilst the imperative for the Government of Ukraine is to ensure that basic services are restored, there is an urgent need for people to return to productive livelihoods.

As a response to this situation, FAO, in cooperation with WFP, is supporting the Government of Ukraine with land clearance of agricultural lands including demining and follow-up support for smallholder farmers and producers in affected areas. Under the overall supervision of the Designated Responsible Officer/Head of Office, of the Emergency Response Manager in Ukraine, the direct supervision of the Programme Coordinator, the Data Management specialist will play a crucial role in ensuring effective information management and coordination within the mine action program.

Reporting Lines

Under the overall supervision of FAO Senior Programme Officer / Head of Office, direct supervision by the FAO International Project Manager and technical supervision of Lead Technical Officer and in close coordination with the National Agronomist and Community Liaison Specialist, Data Management Specialist will play a crucial role in ensuring effective information management and coordination within the mine action program related to the implementation of the project “Restoring livelihoods and revitalizing rural communities affected by mines and explosive remnants of war” (OSRO/UKR/019/UHF). The specialist will support the overall implementation of the project, which is focused on land clearance and livelihoods assistance in parts of three oblasts (Kharkiv, Kherson and Mykolaiv) that are now free of conflict and need agricultural livelihoods urgently restored.

Technical Focus

The Data Management Specialist will provide technical support for the project’s Phase 3: Assistance to Rural Households and Small-scale Farmers in Mykolaivska; the role will also support the implementation of Phase 1: Prioritization of focal areas in order to identify households in need of assistance. The Data Management Specialist will initiate the entry of correct data, verification, and analysis of data from agricultural producers who have applied for the project. Therefore, the Data Management Specialist must be familiar with the practice of mapping, data in the State Agrarian Register of Ukrainian Farmers, as well as other methods of collecting and aggregating data, and be ready to develop this expertise.

Tasks and responsibilities

• Plan, design, and execute data management. • Organize and quality control data input and analysis of data from the remote mapping of damages of the war to soils of Ukraine, and the application calls created in the State Agrarian Registry. • Consolidate and aggregate data across the entities (FAO, World Food Programme, the Fondation Suisse de Deminage, the Ukrainian Researchers Society) to inform decisions making. • Establish and track Key Projects Indicators which can be monitored from this aggregated data. • Act as primary focal point and liaison for partners on data management, analysis, data visualization, and presentations related to the project. • Analyse and consolidate statistics, KPIs, guidelines on data related to the project. • Prepare regular reports and presentations on mine action activities and progress. • Support the development of information products, including maps, charts, and infographics. • Coordinate with other IT specialists to ensure interoperability and data sharing. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor's degree in information management, computer science, or a related field. • Minimum of 3 years of relevant experience in information management • Fluency (level C or native) in Ukrainian • Working knowledge of English. • National of Ukraine.

Technical/Functional Skills

• Working experience with international and/or United Nations agencies will be considered as asset. • Proficiency in data analysis and visualization tools, such as Excel, Power BI, or Tableau. • Proficiency with Geographic Information Systems (GIS). • Strong knowledge and experience in using information management systems. • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team. • Displays sensitivity and awareness to cultural, gender, religion, race, nationality and age. • Consistently approaches work with energy and a positive, constructive attitude. • Demonstrates strong oral and written communication skills and applies them in the work. • Builds solid relationships with beneficiary farming communities.
