This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Within the delegated authority and under the supervision of Senior Protection Officer or his/her designated mandated representative(s), the UNV Data Management Assistant will:

• Provide a full spectrum of information regarding IDPs profiling. • Design, develop or improve existing tools to identify IDPs. • Under the orientations of the Senior Protection Officer work closely with other colleagues to determine if after registration of the population it will be possible to conduct protection monitoring activities, reintegration, evaluation of areas of return, dwelling evaluation or basic households’ services evaluation. • Work closely with others humanitarian agency and UNCHR partners on this category of person regarding: - Demography. - Information on population movements. - Socio-economic and land information. - The needs and potential durable solutions. • With the orientations of the Senior Protection Officer, analyze data and suggest the type of assistance and the mean to assist. • In close collaboration with the Assistant Information Management, manage the protection monitoring system and other activities related to the protection monitoring. • Perform related duties required by his/her supervisor.

This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine in accordance with UNHCR’s Administrative Instruction on Covid-19 Vaccination and related Safety Measures.

• Good working or practical knowledge of the above skills gained in a similar environment, preferably in an international organization. • Basic knowledge of UNHCR’s protection, Registration and Assistance principles including working with partners is an asset. • Excellent communication skills. • Fluency in French, excellent knowledge of English. • Ability to work in a multicultural environment. • Ability to work as part of a team but also versatile enough to work on occasions without supervision in often difficult areas. • Ability to take initiatives.

The Democratic Republic of Congo is the third largest country in Africa, and as a result is quite diverse.

Living conditions therefore vary between UNHCR duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces, were, for instance, there may be no guarantee of public power supply nor running water. The ability to live and work in difficult and harsh conditions of developing countries is essential. Accommodation is very expensive in both Kinshasa and Lubumbashi. Supermarkets exist in the large towns (e.g. Bukavu, Kisangani), but consumer items are generally very expensive (as everything is imported). For food, local markets offer a much cheaper alternative.

All UNHCR duty stations are considered non-family duty stations, except Kinshasa and Lubumbashi. In addition to insecurity related to the relatively volatile political situation as well as various conflict situations, certain places are subject to increasing street and residential crime, including in Kinshasa and Goma.

Some degree of medical service is provided in all duty stations. Certain vaccinations are mandatory for UNHCR personnel to enter the DRC, while others are compulsory for all other incoming persons. It is possible for incoming UNHCR personnel, including UNV volunteers, to be asked to provide proof of some or all vaccinations at N’Djili airport in Kinshasa, though this is unlikely. All UNV volunteers must ensure that they are up to date with all appropriate vaccinations, which should be clearly and properly endorsed in the International Certificate of Vaccination (“carte jaune”). Malaria is present virtually throughout the DRC, and it is therefore recommended to take prophylaxis.

Kananga is mainly a commercial city linked by around 1093 kms of road to Kinshasa via Tshikapa, Kikwit and Kenge cities. It is approximately 300 kms from Tshikapa and 175km from Mbuji Mayi which is the largest city in the Kasai region. Kananga is currently a security level 3 duty station. There are some commercial flights out of the Kasai region. Main and some movements are by road. Road conditions can be quite treacherous during rainy season.
There are limited medical facilities in Kananga, but Air ambulance evacuation can be organized for life threatening emergencies during daytime.

The security situation in Greater Kasai is calm, nevertheless we are recording some cases of criminality against some economic operators as well as all those who hold some money; It is mainly punctuated by inter-communal clashes following conflicts over customary power and land issues (boundary between certain localities). The threats identified in our area that could trigger or activate the PCO are crime and public protest if they prevent the normal continuation of activities following the deterioration of the security situation. Thus, it will be necessary to reduce the number of staff to a minimum possible to ensure the continuity of activities.

Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. Malaria is common in the region due the high presence of mosquitoes. Telephone networks are not very reliable, but the Office has Wi-Fi and Voice through IP telephones (PAMA).

In addition to French, there are four major spoken languages in DRC, namely Lingala, Kikongo, Tshiluba, and Swahili.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
