ORGANIZATIONAL CONTEXT

The Food Security Cluster (within the Emergency Operations Division, EME), co-led by WFP and FAO, coordinates the food security response in humanitarian crises addressing issues of food availability, access and utilization. The global Food Security Cluster (gFSC) is based at WFP HQ in Rome and provides support to country level clusters through information management, programming, and HR surge.

JOB PURPOSE

The Data Analyst will work under the general supervision of global Food Security Cluster Programme and Policy Officer, and in close collaboration with the other global Food Security Cluster Information Management Officers.

‘Information Management’ (IM) involves collecting, analyzing, and sharing information through high quality information products designed to assist food security cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM.

The global Food Security Cluster Information Management team supports country offices through the provision of support on data analysis, mapping, and visualization. The team is also responsible to produce guidance documents and material for field based IMOs, support the country level evaluations (Country Cluster Performance Monitoring), and produce global IM products. The gFSC IM team also develops and supports global level communication and advocacy through management of social media platforms, the website, and production of high-quality information pieces. The focus of this position is to strengthen data collection, analysis, and reporting at the global level.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the development of, and maintain up to date, the gFSC data warehouse, a repositorycentralizing and aggregating Food Security operational and analytical data
  2. Map, explore and leverage/integrate relevant global datasets and reports, from FSC partners andbeyond (e.g. IPC, FAO GIEWS, WFP Hunger Map, etc.)
  3. Conduct analysis of global data on food security: needs and targets, implemented responses,financial resources, etc., as well as correlation between them, trend analyses, etc.
  4. Disseminate findings for strategic decision making, through the development of onlinevisualization tools, writing of quality reports that the gFSC can use for advocacy, andpresentations at different fora (if/as requested)
  5. Provide data analysis support to FSC field teams (e.g. IM work related to the HNO, FSassessments and analyses, etc.)
  6. Support the capacity building of FSC field teams through collective and one-on-one trainings,contributing to the development of trainings and learning materials – focus on food securityassessments and analysis
  7. Contribute to the update of the Information Management (IM) Compendium as needed(templates and guidance)
  8. Provide on demand IM surge and/or backstopping field deployments for InformationManagement Officers.
  9. Support FSC IMOs to perform effective information management by supporting the countrylevel clusters in their efforts produce the ‘minimum reporting requirements’ (gap analysis,partner’s presence, and response dashboards).
  10. Participate in relevant global fora as requested
  11. Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

  1. Maintenance of up to date gFSC Data Warehouse.
  2. Production of global data analysis and reports.
  3. Development of online data visualisation tools.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in information management, information systems or related field.

Experience:

Minimum of 5 years of experience in the humanitarian field and emergency context. Work experience in more than one location or area of work, particularly in field positions is desirable. Experience in Food Security Data analysis is strongly desirable.

Knowledge and Skills:

Strong knowledge of and experience in using advanced Excel; data analysis softwares, including proficiency with databases, is desirable; Strong ability to present information in understandable tables, charts and graphs, including the use of interactive dashboards; Knowledge of GIS/Cartographic outputs and ability to collect and organize data to support their production; Experience on training material preparation and training delivery is desirable; Knowledge of international humanitarian architecture, including agencies. NGOs and other partners.

Languages:

Working knowledge of English and French
