THE ROLE AND ORGANIZATIONAL CONTEXT

The position is based in Rome (Italy) and reports to the global Food Security Cluster Programme and Policy Officer.

‘Information Management’ (IM) and Data Analysis (DA) involve collecting, analyzing, and sharing information through high-quality information products. These are designed to assist food security cluster partners to make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM & DA.

The global Food Security Cluster Information Management and Data Analysis team supports Country Offices through the provision of technical backstopping on data analysis, mapping, and visualization. The team is also responsible to produce guidance documents and material for field-based IMOs and produce global IM products.

The focus of this position is to strengthen data collection, analysis, and reporting at the global level.

KEY ACCOUNTABILITIES (not all-inclusive)

• Lead the development of, and maintain up to date, the gFSC data warehouse, a repository centralizing and aggregating Food Security operational and analytical data.
• Map, explore and leverage/integrate relevant global datasets and reports, from FSC partners and beyond (e.g., IPC, FAO GIEWS, WFP Hunger Map, etc.).
• Conduct analysis of global data on food security: needs and targets, implemented responses, financial resources, etc., as well as the correlation between them, trend analyses, etc.
• Disseminate findings for strategic decision making, through the development of online visualization tools, feeding quality information into gFSC advocacy initiatives and documents, and preparation of presentations for different fora (if/as requested).
• Support the capacity building of FSC field teams through collective and one-on-one training, and contribute to the development of training and learning materials with a focus on food security data analysis and country contributions to gFSC data analysis initiatives.
• Contribute to the update of the FSC Information Management (IM) Handbook and Toolbox as needed (templates and guidance) with focus on food security data analysis and country contributions to gFSC data analysis initiatives.
• Provide on-demand backstopping for FSC Information Management Officers.
• Participate in relevant global fora as requested.
• Any other duties as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

• Advanced University degree in Economics, International Cooperation, Statistics, Data Management, GIS or other related fields.

Experience:

You have:

• Minimum of 5 years of postgraduate, relevant progressively responsible experience in the humanitarian field and emergency context
• Experience in Food Security data analysis
• Experience with inter-agency coordination (and food security cluster in particular) is highly desirable

Language:

You have:

• Fluency (level C) in the English language
• Fluency (level C) in the French language

You have:

Essential:

• Strong knowledge of and experience in using advanced Excel and Access for database management;
• Strong knowledge of data visualization and mapping (e.g., ArcGIS, QGIS, or any other mapping tools, PowerBi, Tableau, etc.);
• Ability to present information in understandable and catchy tables, charts and graphs;
• Data storage and file management expertise;
• Knowledge of humanitarian cluster system and its dynamics;
• Knowledge of food security.

Desirable:



• Data analysis using statistical software (e.g., R, SPSS, etc.);
• Information Technology for data extraction automatization and website management;
• Training material preparation and training delivery.

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

The position is based in Rome, Italy and the selected candidate will be expected to relocate.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
