Org. Setting and Reporting

This position is located in the Programme Office in Kazakhstan (POKAZ) with duty station in Astana, Regional Office for Afghanistan, Central Asia, Iran and Pakistan (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will report substantially to the Senior Programme Coordinator heading the Global Programme on Criminal Network Disruption (GPCD), Border Management Branch (BMB), Division for Operations (DO) based in Lisbon, Portugal, and administratively to the UNODC Representative of the Regional Office for Afghanistan, Central Asia, Iran and Pakistan (ROCA) located in Tashkent, Uzbekistan. The incumbent will also work closely and liaise with the Coordinators of the Programme on Crime Prevention and Criminal Justice as we as the transnational Organised Crimes and Drug trafficking of the UNODC Program for Central Asia 2022-2025. Responsibilities

The incumbent will contribute to coordinating and supporting the implementation of the project “ Judicial Cooperation Network for Central Asia and the Southern Caucasus (CASC)” and support the implementation of the Global Programme in Central Asia. Within assigned authority, the incumbent will perform the following specific duties: • Support the implementation and strengthening of the Judicial Cooperation Network for Central Asia and the Southern Caucasus (CASC Prosecutor Network) with a focus on international cooperation in criminal matters between Central Authorities and Prosecutors of the Commonwealth of Independent States (CIS) and Southern Caucasus sub-region with those of other regions and support cooperation between the CASC Prosecutor Network and other networks. • Support the coordination between prosecutors with relevant border and law enforcement personnel, including in coordination with relevant UNODC border control programmes, to facilitate the investigation and prosecution of transnational organized crime. • Provide technical assistance to facilitate international cooperation in criminal matters including through support to the establishment of Joint Investigative Teams and investigative case forums. • Design and prepare capacity building and training activities for CASC Prosecutor Network member states, with an emphasis on international cooperation in criminal matters and coordinate and collaborate with the UNODC Regional Programme for Afghanistan and Neighbouring Countries, with CIS and Southern Caucasus programmes, initiatives and activities of UNODC and international organizations, as well as with other UNODC Global Programmes. • Provide support to the coordination of the engagement between the CASC Prosecutor Network and the Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors (CARICC). • Contribute, prepare and provide input to programmatic/administrative tasks, including preparation and management of the yearly work plans and budgets, documents and reports, such as progress reports, funding proposals and advocacy material in a timely manner. • Develop and maintain partnerships and cooperation with Governments and experts in the CIS and Southern Caucasus sub-region and globally, with international organizations, assistance agencies and donors. • Identify ongoing needs of national counterparts and the CASC to support the development of new UNODC projects. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as may be required.

An advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience as a judge, prosecutor, advocate or legal expert is required. Work experience in implementing crime prevention/control, organized crime, corruption, or counter terrorism-related technical cooperation projects is required. Experience as a practitioner or in providing technical assistance in international judicial cooperation in criminal matters is required. Experience working in diverse legal systems is desirable. Work experience as a trainer or with a training academy is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Russian is desirable. Knowledge of another United Nations official language is an advantage.
