Non-Family Duty Station

Under the direct supervision of the Chief, Field Office Sittwe, the International UN Volunteer will carry out the following tasks: The MA Sub-level AoR Coordinator is responsible for facilitating a process at the sectoral level, in coordination with the MA national level coordinator, aimed at ensuring the following:

Planning, Strategic Direction and Coordination • Convene and facilitate the MA AoR in line with the Principles of Partnership, ensuring that meetings are consultative and results-oriented; • Organize regular MA AoR meeting (at least once a month); • Ensure service delivery (e.g. EORE, victim assistance, NTS) is driven by the Humanitarian Response Plan and strategic priorities; • Facilitate reporting and information sharing within the MA AoR and at the inter-cluster level; • In collaboration with other UN agencies and implementing partners, contribute to the development and strengthening of an integrated annual work plan to scale up mine action activities in Rakhine; • Represent the MA AoR at interagency platforms in Rakhine, including the Protection Cluster, and ensure that EORE is mainstreamed and reflected in interagency tools and guidance • In collaboration with the Protection Cluster, ensure that victim assistance referral mechanisms are appropriately utilized and supported by up-to-date service mapping information, • Provide strategic guidance to mine related work including in consideration of initiatives taken by MA AoR members and other actors. • In collaboration with Protection Cluster and OCHA, contribute to the development of Humanitarian Needs Overview and Humanitarian Action Plan • Lead the sub national level resource mobilization including Myanmar Humanitarian Fund processes and allocations

Needs assessment, resources mobilization and allocation • Lead and coordinate evidence-based collaborative planning for all HMA activities and conduct regular gap analysis; • Establish mechanisms for assessments and information sharing among AoR members; • Provide timely information as available and appropriate to AoR members concerning funding opportunities; • Provide technical support and assist with project proposals and budgets as required; • Assist, advise and contribute to interagency needs assessments and resource mobilization exercises;

Capacity development • Coordinate and contribute to initiatives to build the capacity of inter alia AoR members, external partners and civil society; • Provide technical and planning support to Mine Action implementing partners with regards to project implementation including training, materials development, monitoring, evaluation and quality assurance activities;

Standards setting and implementation • Lead the mainstreaming of Risk Education activities in the work of other clusters as well as within the MASS; • Provide technical support to ensure that Risk Education activities of the AoR members adhere to IMAS and interagency guidelines on age, gender and diversity; • Provide technical support to ensure that non-technical survey activities of the AoR members adhere to IMAS; • Enhance mechanisms that ensure accountability to affected populations to ensure impacted communities are provided with information that meets their needs.

Monitoring, Information management and reporting • Ensure that the MA AoR has an updated information management strategy and functional information management mechanisms; • Support the strengthening of explosive ordnance incident monitoring processes; • Ensure the analysis and widespread reporting of casualty information, including for MRE prioritization; • Ensure that information products (activity mapping, gaps analysis, SitReps, dash-boards, profiles, maps) are developed and disseminated as appropriate; • Guide the MA AoR members in the collection, analysis and use of sex and age dis-aggregated data, and the inclusion of disability data collection where possible;

Advocacy and promotion • Lead the development of the annual advocacy agenda for Mine Action in Rakhine within the MA AoR through a consultative process; • Develop a strategy and mechanism to implement the Mine Action advocacy agenda; • Provide leadership and support advocacy efforts of Mine Action in conjunction with the national MA AoR coordinator, other UN agencies, and MA AoR members.

Myanmar is second biggest country in term of land after Indonesia in South East Asia Region. It has population of over 54 millions living across seven States and Seven Regions plus Union Territory, where all central government departments are located. About 70% of population are living in rural areas and main economy of Myanmar is agriculture. Myanmar is subtropical and tropical country with three distinct seasons: Summer (from March to June), Rainy (from July to October) and Winter (from November to February). Sittwe, is the capital of Rakhine State, Myanmar. Sittwe, pronounced sait-tway in the Rakhine language, is located on an estuarial island created at the confluence of the Kaladan, Mayu, and Lay Mro rivers emptying into the Bay of Bengal. The city has 181,000 inhabitants. Sittwe is currently a “Level 3” area and therefore the Designated Official for Security for Myanmar must receive a travel notification in advance and provide security clearance. On 1 February 2021, the Myanmar Military took over the power from the democratically elected government and declared a state of emergency. Following the takeover, the security situation in the country worsened. Since 30 March 2021, there has been a family restriction in place and eligible family members of international staff members have been evacuated. Civilians especially governmental staff joined a Civil Disobedience Movement (CDM). Consequently, provision of almost all the public services is affected especially banking and health care systems. In addition, as numerous anti-coup groups are now shifting focus from peaceful demonstration to armed revolution, security situation in Myanmar is currently volatile and un-predictable. Acts of violence by both parties of the conflict can occur anywhere, anytime and a further deterioration of the security situation is possible.
