This UNV assignment is part of OCHA’s mandate to contribute to principled and effective humanitarian response through coordination, advocacy, policy, information management and humanitarian financing tools and services.

During the first half of 2019, the United Nations put in place a humanitarian coordination architecture in accordance with international standards, as outlined in United Nations General Assembly Resolution 46/182 (1991) and based on the humanitarian principles of humanity, neutrality, impartiality and independence. This included the appointment of the Humanitarian Coordinator, who leads the Humanitarian Country Team for strategic decision-making, the activation of eight thematic clusters and two areas of responsibility to operationalize the response and four regional coordination hubs to ensure assistance as close as possible to people in need. This coordination structure is essential to bring together all humanitarian actors, including national and international NGOs, UN agencies, funds and programmes and the Red Cross and Red Crescent Movement as observers, all of whom have significantly increased their capacity to respond to the current situation.

In addition, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has been established to support the entire structure. Since 2019, OCHA has expanded its presence in the country, through four regional coordination hubs in Caracas (Capital District), Maracaibo (Zulia), San Cristobal (Tachira) and Ciudad Guayana (Bolivar). OCHA is contributing to having a coherent and coordinated approach to the humanitarian response in Venezuela, to ensure that assistance reaches the most vulnerable populations in a timely, predictable and effective manner and based on the humanitarian principles of humanity, impartiality, neutrality and independence and in the framework of the Humanitarian Response Plan (HRP) 2022/23.

Within the delegated authority and under the supervision of the Humanitarian Affairs Officer or his/her designated mandated representative(s), the UNV Coordination and Reporting Officer will:

• Monitor the situation and maintain awareness of humanitarian developments in the country; • Support the preparation of internal and external OCHA reporting products in compliance with international standards (situation reports, weekly reports, flash updates, annual report, etc.). • Support the preparation of CERF proposals and CERF reports for the country, in collaboration with CERF focal points in other agencies; • Support OCHA donor relations, including developing proposals, drafting donor reports in coordination with other colleagues and ensuring regular monitoring of performance indicators; • Research, analyze and present information gathered from diverse sources on assigned topics/issues. • Contribute to the preparation of various written documents, e.g. draft sections of needs analysis, response plans, regional factsheets, etc. • Support a coordinated approach to cross-cutting issues in the humanitarian response (including gender, disability, AAP, PSEA, centrality of protection, GBV mainstreaming), in collaboration with technical experts; • Develops and maintains reference/resource information on specific topics (including cross-cutting issues) or policy-related issues; responds to various inquiries and information requests internally and externally. • Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise. • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active OCHA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to OCHA and its stakeholders in the accomplishment of her/his functions, including: o Timely and high-quality internal and external reports o Coordinated activities to promote cross-cutting issues in the humanitarian response (for instance, coordinated capacity-building efforts to humanitarian partners, and coordinated toolkits for the incorporation of cross-cutting issues in Clusters)

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

• Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; • Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities; • Professionalism: demonstrated understanding of operations relevant to OCHA; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented; • Integrity: demonstrate the values and ethical standards of the UN and OCHA in daily activities and behaviours while acting without consideration of personal gains; • Teamwork and respect for diversity: ability to establish and maintain effective partnerships and harmonious working relations in a multi-cultural, multi-ethnic, mixed-gender environment with sensitivity and respect for diversity; sensitivity and adaptability to culture, gender, religion, nationality and age; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of UN operations; • Commitment to continuous learning: initiative and willingness to learn new skills and stay abreast of new developments in area of expertise; ability to adapt to changes in work environment.

• The national and/or international level in international relations, humanitarian affairs, or related area; experience with inclusion issues (e.g. disability inclusion, accountability to affected populations, gender) is an asset, as is experience working in the UN or other international development organization; • Excellent written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Have affinity with or interest in humanitarian affairs and coordination, volunteerism as a mechanism for durable development, and the UN System.

BENEFITS:

The primary benefit of serving as a UN Volunteer is the personal satisfaction of the volunteer assignment, as it involves making a positive impact for peace and development. However, the UNV program offers support during your assignment in a number of ways. The UNV program offers:

  • A VLA (Volunteer Living Allowance) of USD $1,299.58 to be provided on a monthly basis to cover the costs of accommodation, housing and normal living expenses.
  • International medical insurance with 100% coverage (including up to three dependents and dental), life and permanent disability insurance are included, as well as a relocation allowance for satisfactory service.
  • The volunteer will be entitled to vacation and medical leave (if applicable), as well as virtual learning platforms.
  • Reimbursement of a maximum of US$400 to cover travel costs to the assignment site and a settling-in allowance will be provided if the work assignment is not within a reasonable distance from the volunteer's place of residence.
  • Full-time availability is required.
