1.Context and Justification:

Africa’s vibrant youth population is essential in driving economic growth and create economies that are inclusive, sustainable and green. The rapid rise of new technologies and digitization is transforming the world of work in the region and widening the gap between the skills young people have today and those needed for tomorrow’s workplace. Given the impact of COVID-19 on the already challenging situation for young people in Africa (particularly in Senegal), the need to equip youth with the skills required to thrive in local economies has never been more urgent. Recognizing the importance and potential of young people in Senegal, UNICEF, and the youth-led Consortium Jeunesse Senegal have initiated the national chapter of the global Generation Unlimited Initiative in Senegal. The initiative’s aim is to coordinate programs and investment in order to create tangible opportunities for young people in Senegal to progress and contribute to the local economic growth through the scaling up of existing programmes or/and leveraging of new opportunities. Priorities of the Senegal GenU chapter are aligned with the global focus and the African Union agenda for youth, focusing on education (Competencies and skills), employment, entrepreneurship, and youth engagement – the “4Es”. The goal is to reach at least ,5 million young people by 2030. This ambitious plan is in line with the African Plan of Action for Youth Empowerment 2019–2023, Agenda 2063, the G5 Sahel Youth Strategy, the United Nations’ Youth Strategy, the Senegalese PSE Jeunesse, and other frameworks.

To reach the objectives of the plan, there is a need for: collective and robust political leadership in the country; new ways for governments and private sector to collaborate with young people and a new partnership paradigm; increased catalytic funding to accelerate reaching the most vulnerable populations; and above all, alignment of concrete government and organizational commitments of global and local partners with private sector (the employers) whose innovative programmes and products can enable youth to secure jobs and livelihoods (i.e. employment, entrepreneurship, social impact opportunities, skilling, upskilling and reskilling, career awareness, internships, apprenticeships, training, volunteer opportunities, etc.).

2. Scope of Work:

In light of the above context, UNICEF Senegal is seeking an external expert/strategic advisor to support the “Consortium Jeunesse Senegal” in order to develop and implement its partnership and fundraising strategy, especially with the international and national private sector and with other partners. In addition, the external expert will help the UNICEF team to engage more systematically in its “business for results’ strategy in reaching out to private sector for the pursuit of initiatives/programmes focusing on youth and also in the context of the UN Youth Strategy and Sahel GenU strategy

More specifically, and in close collaboration with the “Consortium Jeunesse Senegal” management, the advisor will support the following objectives and associated tasks:

Objective 1 : Develop the partnership and fundraising strategy of the “Consortium Jeunesse Senegal”, by:

  • Map out existing “4E” programmes and new initiatives that need to be scaled up, including with a particular focus on Sahel approaches
  • Develop the fundraising and partnership strategy of the “Consortium Jeunesse Senegal”, especially with the private sector, both international and national one
  • Supervise the contractor chosen to make the mapping of opportunities of partnerships with the private sector both international and national
  • Create the plan of action of the fundraising / partnership strategy and help in setting up evaluation mechanism for this plan;
  • Support the consultant that will develop the communication and visibility strategy, especially in connection with all partners of the “Consortium Jeunesse Senegal”
  • Train and motivate staff of the “Consortium Jeunesse Senegal”, especially those in charge of partnership management and its top management, in all aspects of fundraising and partnership, especially with the private sector

Objective 2 : Implement the partnership and fundraising strategy of the “Consortium Jeunesse Senegal”, by:

  • Research prospective partners, nurture the relationships and write proposals - with a particular focus on the Sahel cross-border initiatives
  • Establish partnerships with partners that can leverage fundraising worth at least 5 million $
  • Create and Manage a partners’ database
  • Study and recommend structural changes in CJS to improve functioning, partnership and fundraising efficiency

Objective 3: Provide technical support to UNICEF country team on its ‘business for results’ engagement strategy with the private sector

  • Support the development and roll out of the business for results approach/strategies and suggests ways to accelerate its implementation
  • Advice and guide the UNICEF management and team in charge of the business for results strategy implementation.

3.Work Assignment Overview

The work will be carried out over a period of 6 months between June and December2021. The period will be revised if needed, depending on different factors including the availability of funds and the need of a continuity of support. Based on current foreseen Partnership work within the “Consortium Jeunesse Senegal”, it is estimated that the number of days/months may be approximately distributed as follows:

1) Objective 1: Develop the partnership and fundraising strategy of the “Consortium Jeunesse Senegal”

Outputs / Deliverables:

Output 1 : Develop the fundraising and partnership strategy of the “Consortium Jeunesse Senegal”, especially with the private sector, both international and national one : Timeline July-August (20 days)

Output 3 :Create the plan of action of the fundraising / partnership strategy and help in setting up evaluation mechanism for this plan; Timeline August (15 days)

Output 4 Support the consultant that will develop the communication and visibility strategy, especially in connection with all partners of the “Consortium Jeunesse Senegal Timeline ” September (10 days)

Output 5 : Train and motivate staff of the “Consortium Jeunesse Senegal”, especially those in charge of partnership management and its top management, in all aspects of fundraising and partnership, especially with the private sector Timeline October (15 days).

2) Objective 2: Implement the partnership and fundraising strategy of the “Consortium Jeunesse Senegal”

Output #6 : Research prospective donors and write proposals Timeline July-September (20 days)

Output #7 : Establish partnerships with partners that can leverage fundraising worth at least 5 million $ timeline July-September (20 days)

Output #8 : Create and Manage donor database Timeline September (7 days)

Output #9 : Study and recommend structural changes in CJS to improve functioning and fundraising efficiency Timeline November (6 days)

3) Objective 3: Provide technical support to UNICEF country team on its ‘business for results’ engagement strategy with the private sector

Output #10 : Assist the UNICEF CO in the development and roll out of its ‘business for results’ approach Timeline August/Sept (5 days)

Output #11 : Provide specific support on ongoing and new ‘business for results’ partnerships Timeline July – Dec (15 days)

Minimum Qualifications required

  • At least 8-10 years of professional experience in fundraising and partnership development, especially with the private sector
  • Experience in the partnership and the collaboration with Youth-led organizations
  • Proven experience raising over 10 million US$
  • Strong experience in organizational development

Knowledge/Expertise/Skills required

  • Proficient in overall fundraising leadership and management and grant writing
  • Strong communication, marketing and interpersonal skills, ability to quickly establish trusted relationships
  • Excellent written skills in both English and French.
  • Good time management and ability to work under tight deadlines
  • Familiarity with/experience in international development and humanitarian affairs an asset
  • Familiarity with the UN and UNICEF programmes.
  • High level proficiency in standard computer software Microsoft word.
  • Experience working in Sub-Saharan Africa will be considered as an asset
  • Proven experience raising over 10 million US$
  • Strong experience in organizational development

Contract Duration : 6 months
