Purpose of Activity/Assignment:

  1. To ensure and execute the coordination of resource mobilization and partnerships for emergencies within UNICEF WCARO
  2. To support and build capacities of WCARO and COs to grow funding from private and public sector to close the humanitarian gap within the region through new and innovative ways.
  3. To increase the visibility given to WCAR emergencies from PFP, HQ, National Committees and PPD to help ensure we are front of mind to existing and future partners particularly for WCAR chronically underfunded crisis.

How can you make a difference?

Scope of Work:

  • Finalize and implement key actions of the regional engagement plan for accelerating humanitarian resource mobilization with a focus on chronically underfunded crisis.
  • Participate and/or organize regular meetings with HQ, COs and within WCARO and report back to relevant colleagues.
  • Ensure smooth coordination and liaison around the Resource Mobilization Plan (RMP), including sharing upcoming opportunities, flagging issues, streamlining processes etc. within WCARO and among COs, RO, and HQ.
  • Encourage and support COs’ advocacy and visibility efforts around the humanitarian RMP for WCAR.
  • Work closely with the emergency section and COs to develop attractive narratives at the regional and national levels to support fundraising for chronically underfunded crisis.
  • In close relation with the other sections, develop new Business Cases to support fundraising around the RMP and aligned with the emergency section priorities.
  • Build relationships and increase share of voice of WCAR amongst HQ, PPD, PFP, National Committees etc.
  • Look for advocacy opportunities for partner roundtables, speaker moments at key forums and with existing public or private sector events to integrate a WCAR moment and ask
  • Contribute to the development of multi-country, regional and transborder resource mobilization proposals.
  • Develop tools to support COs’ RMP to improve speed, increase efficiencies and enable better effectiveness, including a consolidated humanitarian funding dashboard, SoPs, training webinars etc.
  • Support the Partnerships Section and Management as required.

Briefing notes and talking points are prepared for at least one advocacy opportunity per month

July-Oct 2024Develop tools to support COs’ RMP to improve speed, increase efficiencies and enable better effectiveness, including a consolidated humanitarian funding dashboard, SoPs, training webinars etc.

The SharePoint on humanitarian funding is updated and the humanitarian dashboard is functional and shared with leadership and colleagues in the region

July 2024To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
  • A minimum of eight years of progressively responsible professional work experience in one or more of the following areas: partnerships, emergencies, advocacy.
  • Experience of working across teams and ability to analyze and influence in is an asset.
  • UN/UNICEF experience especially at the regional or country level is also an asset.

  • Consultancy technical proposal;
  • Financial proposal that will include:
    • Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment
    • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per ToR
    • Any other estimated costs: visa, health insurance, and living costs as applicable
  • Previously relevant consultancy products & final evaluations (if available)
  • Indicate your availability
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
